Proposal Summary:

MSI is preparing to bid on the USAID/Afghanistan MECLA which is a follow on to the current AMELA activity. The purpose of MECLA is to provide third party monitoring, evaluation, performance management, collaboration, and learning services and program support to the USAID/Afghanistan Mission, USAID Bureau of Humanitarian Assistance (BHA) and the Department of State's Bureau of Population, Refugee and Migration (PRM) , enabling the interagency partners to assess whether their programs are meeting their goals in Afghanistan and provide information to activity managers that will allow them to adapt programming and pivot to alternative approaches or geographic areas as needed.


Position Summary:

MSI is seeking a long-term Chief of Party, with a solid track-record in leading projects related to international development. The candidate will be a development professional with at least 15 years of international development programming and management experience, with the ability to recruit and supervise short-term U.S., third country and local experts and strong experience in monitoring & evaluation, preferably of USAID projects. The Chief of Party will be MSI's primary representative in the field and must be capable of representing MSI effectively to USAID, the Government of Afghanistan and other stakeholders. The position can be remote based anywhere in the world, with preference for time zones that facilitate communication with Afghanistan and the US East Coast.


Responsibilities:

  • Provide overall leadership for the implementation of the project while ensuring compliance with USAID requirements and regulations and MSI policies and procedures.
  • Manage relationship with USAID, ensuring responsiveness.
  • Oversee management of relationship with de facto authorities in Afghanistan, ensuring appropriate permissions are received for all fieldwork and that project maintains an effective working relationship with authorities.
  • Work with security manager to coordinate security arrangements for staff based in Afghanistan.
  • Oversee fulfillment of all contract delivery requirements including reports drawing on monitoring and evaluation expertise to ensure superior quality of all deliverables.
  • Manage and supervise the work of project personnel to achieve project objectives and targets and ensure timely implementation.
  • Oversee internal management of the project including budget, procurement and security serve as principal liaison with USAID, counterparts, and stakeholders.
  • Manage relationships with data collection subcontractors and other partner organizations.

Qualifications:

  • Minimum 15 years of international experience.
  • Master's degree in public administration, international relations, economics, business administration, law or a related field.
  • Substantially technical experience in monitoring and evaluation of international development projects. Preference for experience with USAID monitoring and evaluation requirements.
  • Prior experience as Chief of party, or equivalent for USAID projects is preferred.
  • Demonstrated strong leadership, management, resourcefulness, and integrity.
  • Knowledge of relevant federal regulations and procedures is preferred.
  • Experience in Afghanistan or conflict environments strongly preferred.
  • English fluency required.
