Project Summary:
The purpose of CIR is to protect and improve Kosovo's cyber security governance and build capacity in responsible government institutions and targeted critical infrastructure to become more resilient to cyber-attacks. This activity will work with the Government of Kosovo (GOK), the private sector, and other relevant organizations. The purpose will be achieved through three mutually supportive objectives. 1. Governance - Strengthen cybersecurity governance for and institutional coordination with critical infrastructure owners and oversight bodies. 2. Capacity Building - Build short- and long-term technical and human capacity to plan for, respond to, and recover from cyber incidents. 3. Technology and Procurement - Support the identification, prioritization, and procurement of cybersecurity technology solutions

Position Summary:  
Tetra Tech is searching for a Chief of Party (COP) for the anticipated USAID Kosovo Critical Infrastructure Resilience (CIR) Activity. The COP serves as the overall project manager and team leader. As the key liaison, the COP will be involved in all activities and tasks of the project.   The position is a full-time assignment with benefits and is contingent upon contract award. This position will be based in Pristina, Kosovo, candidates must be willing to relocate to the project location for the duration of the assignment.

Position Responsibilities:

  • Provide overall project management and strategic leadership on all Kosovo CIR's technical, financial and administrative aspects, lead task design and implementation.
  • Provide senior management support and strategic technical implementation. 
  • Serve as USAID's single point of contact and main representative for USG agencies, donors and other stakeholders. 
  • Provide quality control of all deliverables.
  • Liaise with the home office on contractual matters and day-to-day problem solving.
  • Provide technical leadership and delivery on expected results in Kosovo related to cybersecurity resilience in critical infrastructure sectors, namely: energy, telecommunications, and e-government services. 
  • Supervise and coordinate technical services, prioritize the activities in-country, and provide thought leadership and technical support as needed to accelerate a support activity. 
  •  Lead the implementation of the following USAID Guiding Principles: Sustainability; Integration of Women, Minorities and PWD and, Environmental Considerations. 
  • Manage the preparation of the project's progress report, work-plans and other contractual deliverables 
  • Collaborate with the field-based operations team and home office staff on work-planning, activity design, scheduling and implementation, drafting technical justifications for client approvals, and reporting and budgeting 
  • Coordinate with the home office and the field-based operations team on the sourcing, recruiting, hiring and deployment and onboarding of staff, consultants and subcontractors 
  • Maintain and update the project budget to mitigate cost overruns. 
  • Perform other related duties as assigned.

 

 

Required Qualifications: 

  •  A master's degree in computer science/management information systems/IT or a related field.  
  • 10+ years of professional experience, including 5+ years of progressively responsible experience in leading CS activities.
  • Experience addressing CS challenges in Kosovo, or the Balkans preferred.
  • 5+ years' experience managing large and complex cyber-related policy reform projects.
  • Ability to build trusted relationships with partners, customers, lenders, service providers and investors.
  • Proven track record of leadership with demonstrated success hiring, leading, and motivating highly effective teams with diverse backgrounds and skillsets.
  • Demonstrated experience engaging with international donors (e.g. EU, USAID, World Bank).
  • Excellent oral and written communication skills in English. 
  • Familiarity with ISO 27001 Standards for information security.
  • Deep experience across the CS value chain, including management, sector reform, investment, and project development.
  • Prior experience with private-sector engagement is critical; private-sector engagement with a focus on CS and/or critical infrastructure is preferred.

Preferred but Not Required Qualifications:

  • Prior experience in a project management role for USAID-funded projects or other comparable experience on USG-funded projects is valued
  • Professional working proficiency or better in Albanian or Serbian
