Project Summary:
MSI is implementing the USAID/Egypt Economic Courts Activity, a five year, USD $19 million program to strengthen the efficiency, transparency, and accountability of the economic courts network. In close coordination with the Ministry of Justice, the project is automating various systems and processes in the courts, developing the leadership and technical capacity of court presidents, judges, and court staff, promoting use of mediation, renovating courthouses, promoting strategic planning and customer service improvement programs, and increasing use of data to improve performance and services, among other activities. The project extends through August, 2025.

Position Summary:
The Chief of Party (COP) will serve as the senior in-country project representative and lead the technical and operational aspects of the activity. The Chief of Party will provide expertise to ensure effective implementation of all project activities. This will be a full-time position based in Cairo, Egypt.
Responsibilities:
- Provide overall strategic vision, management, and technical direction of program activities to ensure the program achieves its objectives and results.
- Serve as the primary liaison with USAID/Egypt and U.S. Embassy representatives.
- Lead coordination and communication with Government of Egypt stakeholders, including the Ministry of Justice and Economic Courts.
- Oversee work planning, performance management, data collection, quality assurance, budgetary control, and responsiveness of technical assistance to ensure compliance with USAID regulations.
- Oversee the Operations section, including administrative and financial management, logistics, procurement, HR, etc., and ensure sound management of the team and program delivery.
- Coordinate with Headquarters support staff to ensure compliance with corporate policies, fiscal management practices and reporting requirements.
- Supervise field technical and administrative staff, as well as partner organizations.
Qualifications:
- Bachelor's degree in law, human rights, public policy, development studies, or related field required. Master's degree preferred.
- Minimum three years of experience supervising complex, fast-paced, politically oriented operations in emerging democracies required.
- Experience in Egypt and/or the Middle East is preferred.
- Experience with working on USAID-funded projects is preferred.
- Experience working as a COP, Deputy Chief of Party, or equivalent position is required.
- Experience supervising diverse teams on complex donor-funded projects of similar size and scope.
- Experience developing solid working relationships and manage a broad range of stakeholders, including government and judicial institutions and training academies.
- Experience and technical knowledge in digital governance projects preferred.
- Experience embedding do no harm and risk mitigation principles comprehensively into project activities and management, including mitigating against negative unintended consequences and safeguards to prevent sexual exploitation and abuse.
- Ability to work with monitoring project performance in achieving results, specifically pertaining to user satisfaction with justice services and institutional performance.
- Fluency and proficiency in written and spoken English required. Arabic language skills would be a plus.
