Project Summary:

The purpose of the USAID Partnership Against Corruption Activity (PAC) is to partner with the Government of North Macedonia to identify common priorities and co-create and co-invest in activities that strengthen national-level systems to reduce institutional vulnerabilities to corruption; and for the government and other anti-corruption entities to take action to address corruption when it occurs.

Position Summary:

This short-term consultancy will focus on analyzing and reengineering key business processes within UVMK (Управа за Водење Матични Книги) to enhance efficiency, transparency, and accountability in the management of civil registries and the delivery of services to citizens. The expert will assess existing workflows, identify inefficiencies and corruption vulnerabilities, and develop streamlined solutions through reengineering reports, process simplification implementation plans, and strategic recommendations to maximize the digitalization of identified processes. The assignment will require close collaboration with the UVMK, the Ministry of Digital Transformation (MoDT), other relevant institutions, and the PAC team to ensure that the proposed process improvements are practical and sustainable. The expected Level of Effort (LOE) is approximately 40 days over 3 months.

 

Responsibilities:

  • Conduct a comprehensive analysis of UVMK's current business processes, with a focus on high-risk areas such as document issuance, data exchange, and services for registration of births, marriages, and deaths in the registry books.
  • Map and document existing workflows within UVMK in collaboration with UVMK and MoDT.
  • Map and document existing workflows for data exchange between UVMK and other institutions relevant to registering newborns, marriages, and deaths and other relevant processes, such as registering the newborn in the hospital, issuing the Unique Identity Number (EMBG), registering for health insurance, applying for allowances for newborns, changing a legal name or address, information about parental connections, updating the status in relevant public registers in case of death, and the integration with the Population Register.
  • Identify inefficiencies, bottlenecks, and corruption vulnerabilities within current processes, taking into account the State Auditor's reports.
  • Propose reengineered processes to enhance efficiency and accountability while mitigating corruption risks.
  • Develop detailed process flow diagrams and implementation plans for redesigned workflows.
  • Propose recommendations with innovative methods and solutions to maximize the digitalization and automation of identified processes aiming to minimize human intervention, thereby reducing the potential for errors, biases, and corruption.
  • Provide mentoring sessions and/or training for UVMK staff and staff from relevant institutions on adopting and sustaining the new processes.
  • Develop technical specifications for engaging a company to digitalize the optimized processes, prioritizing the registration of newborns.
  • Prepare a final report summarizing all performed activities.
  • Work closely with PAC staff, other Short-Term Experts engaged by PAC, MoDT, UVMK and all relevant stakeholders to ensure alignment of the deliverables.
  • Provide regular progress updates to the PAC team, USAID, MoDT, and relevant stakeholders.

 

 

Qualifications:

  • Bachelor's degree in information and communication technology, computer science, engineering, business management, or a related field is required. A master's degree is preferred.
  • A minimum of 10 years of professional experience in business process analysis or process improvement in public administration is required.
  • A minimum of 5 years working on establishing, maintaining, or improving public registries is required. Experience working with UVMK systems or processes is preferred.
  • Proven expertise in business process reengineering methodologies and tools is required. Experience in designing workflows that address corruption vulnerabilities is preferred.
  • Demonstrated experience working with government institutions is required.
  • Ability to analyze legal documents and provide actionable insights is required.
  • Strong analytical, facilitation, and problem-solving skills are required.
  • Excellent written and verbal communication skills are required.
  • Ability to work under pressure and meet tight deadlines is required.
  • Fluency in English and Macedonian is required. Fluency in Albanian is preferred.
