Project Summary:

MSI is awarded the USAID/Sri Lanka Transparent and Accountable Governance (TAG) activity. Working in close coordination with USAID/Sri Lanka, the activity is designed to strengthen Sri Lanka's democratic and economic governance reform efforts by bolstering good governance, transparency, accountability, and anti-corruption.

Position Summary:

The Anti-Corruption Specialist will play an important role within the anti-corruption team and will be responsible for supporting the Senior Anti-Corruption Specialist in working with and strengthening key anti-corruption institutions in country. This involves working closely with CIABOC and potentially with other independent commissions like Right to Information Commission and National Procurement Commission. The Anti-Corruption Specialist will engage with these institutions in assessing the support requirements, arriving at improvement/strengthening agreements, and coordinating the implementation of the support. The project also envisages working on improving integrity, transparency, and effectiveness of service delivery at the ground level with selected units under the Ministry of Public Administration. This involves working closely with the authorities and identifying potential opportunities for program advancement and developing alternative strategies when initial avenues become unfeasible. The Specialist will engage with a diverse array of stakeholders, including civil society representatives, Members of Parliament (MPs), government authorities, and other relevant government bodies to ensure the effective implementation of anti-corruption initiatives. The selected candidate will work within strategy development, stakeholder engagement, and program support.

Responsibilities:

• Assist in the formulation of strategic plans and alternative approaches to address challenges and capitalize on emerging opportunities in order to strengthen public transparency and implementation of anti-corruption frameworks.
• Liaise actively with key stakeholders, including government entities, MPs, civil society, and development partners to foster collaboration and support for anti-corruption activities.
• Contribute to the design and implementation of anti-corruption programs, institutional strengthening activities ensuring alignment with strategic objectives and stakeholder needs.
• Support the development of capacity-building initiatives for CIABOC and other selected independent commissions to fulfill their mandates and address corruption vulnerabilities.
• Support measures to improve public access to information and advocacy on anti-corruption reforms.
• Support to improve selected public sector officials' competencies and processes to promote integrity.
• Prepare comprehensive reports and documentation on anti-corruption activities, outcomes, and lessons learned to inform future strategies and share best practices with relevant parties.

Qualifications:

• Bachelor's degree in political science, international relations, public administration, or a related field required. Master's degree in related field desirable.
• Minimum five years of experience in anti-corruption, governance, or a related field, including in stakeholder engagement and strategic planning required.
• Experience working with USAID or other international development organizations is highly desirable.
• Experience working with CIABOC, RTIC, and other similar anti-corruption focused institutions highly desirable.
• Experience in supporting capacity building and institutional strengthening work with public sector institutions.
• Experience in managing and implementing projects, including budgeting, planning, and monitoring.
• Ability to assess complex political situations and identify potential risks and opportunities.
• Ability to build and maintain relationships with key individuals and organizations, particularly those in the public sector aimed at anti-corruption and transparency.
• Ability to analyze complex data and information to inform decision-making.
• Ability to engage with a diverse range of stakeholders, including government officials, civil society, and international partners.
• Ability to produce clear and concise reports.
• Ability to adapt to changing circumstances.
• Strong writing, problem-solving, and analytical skills.
• Fluency in English and one national language, such as Sinhala or Tamil, required. Proficiency in a second national language, such as Sinhala or Tamil, desired.
