Proposal Summary:
The Irregular Warfare Center Support Services contract will support the Irregular Warfare Center (IWC) under the Defense Security Cooperation Agency (DSCA). The contract will provide technical, academic, logistical, and administrative services to expand the IWC's curriculum, event development, and partnerships. Key objectives include aligning Department of Defense education on irregular warfare, facilitating research, engaging with governmental and non-governmental entities, and supporting interagency collaboration. The contract requires personnel with TS/SCI security clearance and spans a base year with two-option years. Please note this solicitation is currently in the proposal stage.
Position Summary:
The Analyst will support the IWC by facilitating outreach and coordination among the DoD, international partners, industry stakeholders, and the academic community focused on IW. This role includes supporting senior-level engagements by providing updates on the Center's activities and budget, securing training materials, and offering translation services as needed. The Contractor will also assist in developing quarterly publications, conducting research and analysis for wargames and tabletop exercises, and ensuring synchronization of IWC efforts with regional teams and other institutions. Additionally, the position involves conducting long-term analyses of IW threats, synthesizing findings into reports for curriculum development, providing research and editorial support for journal products, capturing lessons learned from events, and producing detailed post-event reports to enhance the IWC's mission and visibility in the field of irregular warfare. This position may be staffed at Senior, Mid-Level, or Junior depending on experience.
Responsibilities:
- Conduct outreach and coordination across the Department of Defense (DoD), international partners, industry stakeholders, and the academic community focused on irregular warfare (IW).
- Support senior-level engagements by providing updates on the Center's activities, initiatives, and budget requirements.
- Collaborate with internal and external resources to secure necessary training materials and services.
- Provide translation services for documents and other materials as required by the government.
- Support the development of relevant content for quarterly publications, including research, editing, and publication support for the IWC.
- Assist in the development and execution of wargames and tabletop exercises, including research, analysis, scripting, capture management, and logistical support for IW-related policy, strategies, plans, and concept developments with U.S. Government (USG), allies, and partners.
- Work closely with regional teams and the deputy of operations to support IWC engagements and projects with other regional centers, DoD, and academic institutions, ensuring synchronization and mutual support of IWC efforts.
- Conduct research and long-term analysis of IW threats,
- Develop threat-based assessments on IW and gray zone activities by state and non-state actors, and synthesize findings into written reports for curriculum development.
- Provide research, analytical support, and proofreading/editing assistance for all submitted journal products.
- Capture lessons learned from events and programs, posting them on the IWC Joint Lessons Learned Portal, and manage the input and distribution of information as required at the Senior Analyst level.
- Provide accurate and detailed post-event reports to capture key points and critical information, assisting the IWC in amplifying and illuminating topics related to irregular warfare.
Qualifications:
- Bachelor's degree. Master's degree in Data Analytics, International Affairs, Public Policy, or a related field preferred.
- Five + (5) years of experience in program evaluation, performance assessment, or data analysis.
- Ability to conduct outreach and work with various stakeholders across the DoD, partners, industry, and academic institutions including at a senior level.
- Experience in supporting the development and execution of wargames and tabletop exercises, including analysis, scripting, and logistical support.
- Excellent research, analysis, writing, and editing skills.
- Experience with publications and curriculum development a plus.
- Familiarity with DoD assessment methodologies and reporting frameworks.
- Ability to travel internationally as required.
- TS/SCI or Secret security clearance.
