Tetra Tech International Development is currently accepting expressions of interest from qualified candidates for a Senior Associate for our Democracy, Rights, and Governance (DRG) team specializing in Public Financial Management (PFM). 

 

 

Position Description: The DRG Sector at Tetra Tech develops innovative solutions to the most complex challenges of our time, including fighting corruption, protecting human rights, promoting citizen engagement, and improving government accountability and inclusivity. The DRG Sector implements global and country-specific projects in Asia, Latin America, Africa, the Middle East and Eastern Europe. Senior Associates support new business and project implementation efforts and provide technical assistance across the DRG sector's portfolio of projects. Senior Associates are assigned to proposal and project teams in various roles such as Proposal Manager, Lead Technical Writer, Project Manager, and Deputy Project Manager, among others.

 

The Senior Associate, PFM will work under the Economic Governance Practice Area within the DRG Sector and will help increase Tetra Tech's competitiveness in the PFM field through provision of technical leadership to projects and new business efforts and promotion of Tetra Tech's tenants of gender equity and social inclusion. The Senior Associate, PFM will strengthen Tetra Tech's technical delivery within various areas of Public Financial Management (PFM), including regulatory frameworks, Business Enabling Environment (BEE), Foreign Direct Investment (FDI), value chains, land use planning, and public finance in the context of accountability and anticorruption. The Senior Associate, PFM will also contribute technical assistance to projects promoting greater transparency within national, regional, and local governments, non-governmental organizations, and the private sector.

 

 

The position can be fully remote from a US-based location or hybrid within a commutable distance to either one of our office locations in Winooski, VT or Arlington, VA.

 

 

Responsibilities:

* Provide leadership, innovation, and technical excellence in PFM service areas, including mentoring less-experienced staff.

* Develop all aspects of proposals, including large and/or complex proposals, leading proposal strategy and technical approach.

* Collaborate across sectors to identify, develop, and deepen strategic relationships with prospective clients; identify a pipeline of PFM opportunities aligning with sector growth strategies.

* Develop a network of PFM consultants within targeted work regions in support of proposal development efforts.

* Manage and oversee all aspects of large and/or complex project(s), from start-up through close-out, assuming the role of Project Manager or Deputy Project Manager as needed.

* Work with DRG team to monitor project timelines and contract requirements to ensure all contract deliverables are met with consistent high quality and on schedule.

* Provide ongoing technical support to project teams; provide specialized technical assistance within PFM-related areas of project implementation across sectors.

* Effectively lead and manage various large and/or complex teams, mentoring staff at all levels, and building capacity of home office and project teams in proposal development and project management processes, tools and best practices.

* Build staff capacity in fundamental concepts, practices, and procedures in the particular field of PFM specialization.

* Establish external recognition and thought leadership attending conferences and producing knowledge products, articles, blog posts, white papers, etc.

Minimum Qualifications Required:

* Minimum bachelor's degree in fields such as Economics, Finance, Accounting, Business Administration, Political Science or International Affairs; master's degree preferred. Equivalent combinations of education and experience will be considered.

* Minimum of ten (10) years of relevant professional experience in fields such as Economics, Finance, Accounting, Business Administration, Political Science or International Affairs.

* Preference for overseas development experience.

* Recognized technical expert in Public Financial Management.

* Demonstrated understanding of how to broker contract management, technical disciplines, and client needs across home office and field project teams.

* Strong written and oral communication skills with the ability to communicate complex or technical information clearly within multi-disciplinary, cross-cultural, and cross-sectoral team situations.

* Effectively demonstrated upward (within home office management and to USAID) and downward (to colleagues and other team members) communication, both oral and written, positive collaboration, and excellent working relationships.

* Strong leader and team builder/motivator; chooses good people and effectively manages them to accomplish agreed objectives on an agreed schedule.

* Demonstrated knowledge of USAID and other Tetra Tech client policies and strategies related to PFM, economic policy, and revenue generation across diverse areas of development.

* Demonstrated performance leading and/or contributing to proposals, including designing technical solutions and writing technical sections, with a winning track record.

* Demonstrated commitment to client satisfaction, through technical excellence of work products and/or managerial strengths in scope, schedule, and budget.

* Speaking and reading proficiency in at least one foreign language is preferred (Spanish, French, Russian, Arabic or Portuguese strongly preferred).

* Availability for and willing to travel 30-40%.

* Current U.S. work authorization is required at the time of application.
