The USAID-funded Engendering Industries project, implemented by Tetra Tech International Development, is currently accepting expressions of interest from qualified candidates for a Data Analyst.

 

Position Description: Tetra Tech implements USAID's Engendering Industries program that supports organizations in developing countries to increase economic opportunities for women and improve gender equality in the workplace. Engendering Industries uses a unique approach and a range of programs and activities to increase gender equality, create leadership opportunities, and develop female talent at organizations around the world.

 

The Data Analyst is a vital member of the Engendering Industries team and will work with the Director of Monitoring, Evaluation, and Learning (MEL), other team leads, and USAID to measure results and inform the implementation of gender equality interventions in the workplace. The Data Analyst leads the design and implementation of digital development tools and data analytics solutions to support private and public sector partners in the implementation of their gender assessments and strategies. In collaboration with MEL Director and technical team, the Data Analyst will develop tools and processes to maximize internal knowledge management and reporting systems and real-time sharing of primary and secondary data through customized partner and program-level dashboards and data-driven analytical reports. The Data Analyst will also work closely with the MEL Specialist and communications team to provide data and insights for the development of lessons learned and communications products for reporting and marketing materials. The Data Analyst will possess a curiosity and eagerness to explore complex and ambiguous problems and deliver actionable insights through data analysis, the successful candidate will bring concrete skills in areas such as data science, AI/ML, statistics, project management with experience or interest in gender and social inclusion (GESI) and international development. The position can be fully remote from a continental US-based location or hybrid within a commutable distance to either one of our office locations in Winooski, VT or Arlington, VA.

 

 

Responsibilities:

* Lead the design and management of program and partner level databases, key performance indicator dashboards, and MEL systems and tools.

* Develop comprehensive data modeling and reports for benchmarking progress towards expected outcomes, assess partner company performance, and identify gaps and opportunities for complementary programming.

* Apply various statistical methods for the measurement of development outcomes and to monitor trends in key performance indicators and analyze attributes and outcomes of various program components.

* Lead all aspects of database management and analysis pipeline: from problem definition, requirements gathering, database and client interface design, data migration, data cleaning, exploratory analysis, to crafting recommendations and translation of findings to non-technical stakeholders across various functions and levels of the organization.

* Lead research efforts to support the development of thought leadership and knowledge-sharing products on measuring outcome-level changes related to gender equality and partner identified key performance indicators.

* Perform other tasks assigned by the MEL Director.

Minimum Qualifications Required:

* Master's degree with 5 years of relevant experience in applied data analytics, data science, GIS, or related field; or bachelor's degree and a minimum of 7 years of experience working in a relevant position as a data analyst.

* Minimum 2 years of professional experience handling complex data sets within large organizations, including familiarity with SQL and relational data management best practices, with a working knowledge of Airtable.

* Minimum of 2 years of relevant experience with data visualization software and dashboard design (R Shiny, Power BI or Tableau) required.

* Experience applying advanced statistical techniques such as experimental design, predicative analytics, survey design, econometrics; proficiency in R, Python, or Stata.

* Hands-on experience AI and machine learning data mining, forecasting, simulation, and/or predictive modeling, preferably in the international development or business sector.

* Experience with conducting causal inference with observational data and in quasi-experimental settings (with techniques such as matching, propensity scores, or regression discontinuity designs to mitigate confounding variables and strengthen the causal interpretation of the results).

* Familiarity with USAID MEL best practices and data governance principles and how to avoid or reduce biases to build ethical and responsible data science/analytics products.

* Strong programming skills in Python and/or R with a focus on data analysis, data science, or machine learning.

* Strong data visualization and communication skills: ability to “tell a story with numbers” in a variety of formats to various stakeholders, especially across cultures and diverse teams of stakeholders.

* Current US work authorization is required at the time of application.

We commit to providing a holistic comprehensive salary analysis, including reviews of individual skill sets and compensable factors related to qualifications, business needs, internal compensation data, and industry and labor market surveys.  The anticipated pay range for this position is $80,000 to $110,000 annually.
