Description
The USAID-funded Local Governance Assistance Activity (LGAA) in Bosnia and Herzegovina, implemented by Tetra Tech International Development, is currently accepting expressions of interest for a Chief of Party (COP). This position is for a three-year period until the end of the activity and will be based in Sarajevo.
USAID/Bosnia LGAA is a five-year contract currently completing its second year of implementation. The purpose of LGAA is to strengthen the performance of at least 25 municipalities to better plan for and manage municipal services and local development.
Position Description/Summary: The COP will be the principal point of contact in Bosnia and Herzegovina for procedural and substantive matters. The COP will coordinate and ultimately be responsible for all contract management and implementation. The COP will be the primary liaison with USAID/ Bosnia and Herzegovina on technical matters and must adjust activities and operations in response to USAID/ Bosnia and Herzegovina technical direction. The COP will directly oversee the technical Objective leads, Deputy COP, and Director of Finance and Administration. The COP will be responsible for ensuring quality control and the overall responsiveness of technical assistance provided under the award.
Responsibilities:
* Provide the overall leadership, strategic guidance, vision, and management to staff for successful implementation and compliance with USAID rules and regulations;
* Serve as key liaison with USAID and the Government of Bosnia and Herzegovina (GoBiH);
* Work closely with technical and administrative staff to ensure the integration of all technical areas as well as strong collaboration with donors and local counterparts;
* Lead achievement of performance targets as laid forth in the monitoring, evaluation, and learning plan, and deliverables required by the contract;
* Provide quality control of products prepared by the team and provide technical guidance to partners;
* Create and maintain a culture of compliance and ethics throughout the field office and provide management support and strategic guidance to any administrative functions such as financial management and procurement;
* Communicate/work with key stakeholders at regional, national, and municipal levels.
Minimum Qualification Requirements:
* Minimum master's degree in governance, public administration, economics, business, or relevant field;
* At least 10 years of experience, with at least five as a COP/DCOP or Project Director on large donor-funded programs (>$10M), with proven ability to oversee multiple activities simultaneously in multiple locations and engage with government representatives and project stakeholders;
* Demonstrated expertise in at least one of the following technical areas: municipal governance, service delivery, institutional strengthening, social inclusion and government transparency, decentralization, or citizen engagement;
* Demonstrated ability to think strategically and communicate their vision to partners and colleagues;
* Excellent organizational, analytical, financial, and administrative management expertise;
* Excellent oral and written communications skills (including report writing) in English;
* Fluency in written and spoken Bosnian-Croatian-Serbian (BCS) and English is required;
