Overview

Are you looking for a position to utilize and expand your internal controls and internal audit expertise? 

 

The Department of Finance & Management is looking for a new internal control lead. This position performs statewide reviews of department's financial processes to evaluate and improve the effectiveness of internal controls.  This is done by issuing and analyzing the Annual Self-Assessment of Internal Control survey.  The survey is followed up by random checks to validate departments responses. This survey, validation and overall results are widely anticipated and applauded by the Administration and the Legislature.  

 

This position collaborates with all State agencies, departments and offices to correct or improve their VISION related policies, procedures and techniques. This position provides an external resource for both the Accounting and VISION Support sections of the Department of Finance and Management to ensure that departments/agencies are making optimum usage of VISION and to ensure that all policy, statute, GAAP and GASB requirements are met.  

 

Additionally, this position will be responsible for providing operational guidance and best practices as well as lead department communication to the State of Vermont community.

 

The ideal candidate will have:

  • Experience in, accounting, internal controls and knowledge of GASB standards for governmental accounting and financial reporting.
  • Excellent communication skills including written and verbal, including the ability to maintain effective working relationships . 
  • Knowledge of COSO Internal Control Integrated Framework
  • Working knowledge of VISION processing

 

This position has a high degree of self-direction; the position is flexible to evolve with the right candidate. This is a full-time, position with the ability to telework full time from home except on Core office days (every other Thursday).

Environmental Factors

Duties are performed in central office environments and at employer office sites. This class may require travel for which private means of transportation must be available. Some work outside of regular work schedule may be anticipated.

Minimum Qualifications

Bachelor's degree in accounting, business or public administration, and five (5) years at a professional level in governmental accounting, preferably with governmental auditing experience.

OR

Associate's degree in accounting, business or public administration, and six (6) years at a professional level in governmental accounting, preferably with governmental auditing experience.
 

Preferred Qualifications

Certified Internal Auditor (CIA)

Certified Fraud Examiner (CFE)

Certified Public Accountant (CPA)
