Are you passionate about working collaboratively towards organizational change and interested in corrections? Are you skilled at policy analysis, written communication, navigating difficult conversations, leading group-work, and project management? If so, consider joining the VT Department of Corrections Policy Development Unit! We're looking for someone who has experience working in corrections or with policies or legislation, the ability to balance competing demands, and strong communication skills to join our team.
The Policy Development Unit facilitates the development and revision of all Departmental rules and policies. The Unit supports subject matter experts by gathering information about current evidence-based best practices, facilitating critical policy discussions, drafting documents which guide the work of the Department, and planning for their successful implementation.
The Policy and Implementation Analyst is primarily responsible for:
- Drafting and revising policy documents with subject matter experts;
- Promulgating administrative rules through the Administrative Procedures Act;
- Coordinating with the Business Application Support Unit to address any necessary policy-related technical changes to the Department's database and automated-system procedures;
- Planning with the Office of Professional Standards and Compliance, as well as senior and operations managers, for the programmatic implementation and training of new and revised policies; and
- Modernizing and maintaining Unit's documentation systems and coordinating administrative processes.
The ideal candidate will be skilled at distilling complicated details into simple written communication, prioritizing tasks, and adapting to shifts in strategic direction. The position also requires strong organizational skills, attention to detail, and proficiency with Microsoft 365.

Duties are performed predominately in an office setting. Private means of transportation should be available for occasional travel when appropriate. Incumbents must be adaptable and able to work within tight deadlines and under considerable stress. Some evening and weekend duty may be necessary.
Minimum QualificationsMaster's degree or higher in public administration, political science, industrial organization, organizational development, or a related field AND three (3) years of experience in a policy-related or organizational development position that includes at least one year of drafting regulations or legislation.
OR
Law degree AND two (2) years in a policy related or organization development position that includes at least one year of drafting regulations or legislation.
Special RequirementsCandidates must pass any level of background investigation applicable to the position.
