Overview
The Vermont Department of Health is recruiting for a Public Health Informatics Specialist, to maintain and update data systems that store our infectious disease data for the state, and to play a key role in data modernization work. This position is classified as a Business Application Support Specialist and will be working within the Health Statistics and Informatics division here at the Health Department. The person in this role will specifically be working on our Infectious Disease Data Systems (IDDS) team. The IDDS team fosters an environment of collaboration, learning, innovation, and problem solving. We work together within our team, as well as with many other units within the Health Department.
The main data system this team member will be responsible for is the National Electronic Disease Surveillance System Base System (NBS). NBS is the surveillance system used for infectious disease case management at the Health Department. This system is in regular need of upgrades, enhancements to assist our epidemiology staff with their work, and troubleshooting for various issues that come up. As such, the person in this position will often work as an intermediary between IT staff, located within the Agency of Digital Services department, and infectious disease program staff at the Health Department. Work will focus on coordinating system changes, completing user interface updates, performing quality assurance tasks and system testing, providing system trainings, and acting as the subject matter expert to support system users. To accomplish this work, this team member will need to have strong organization skills, be technically minded, have a love of puzzles and desire to gather details to find solutions to problems, as well as strong communication and technical writing skills.
This position, Public Health Informatics Specialist - Limited Service (Job Requisition #51619), is open to all State employees and external applicants. It is a Limited Service position, which is non-tenured and authorized for a specific period of time. Limited Service positions are established for specially funded projects or programs.

Environmental FactorsDuties are performed largely in a standard office setting. Private means of transportation should be available for required travel. The role involves intensive interaction with departmental staff to include officials who may advocate strongly for their programs. Must be able to communicate and interact directly with employees at varying degrees of system skill sets as well as varying levels of authority. Conflicting priorities and operational problems may be anticipated; competing priorities and tight deadlines are a frequent occurrence.
Minimum QualificationsBachelor's degree AND two (2) years technical level experience working in a business environment using an enterprise application system.
OR
Associates degree in business or computer science AND four (4) years experience at a technical level working in a business environment using an enterprise application system.
OR
Six (6) years experience at a technical level working in a business environment using an enterprise application system.
Preferred QualificationsPreferred qualifications include a background in public health surveillance and/or informatics, experience analyzing complex data workflows to identify problems and develop solutions, and experience with assessment and management of good quality data.
Experience with the following is also highly desired:
Microsoft SQL and database querying
R and/or analytic software
Other Microsoft products such as Excel, SharePoint, Forms, Visio, etc..
Dashboards for data or other information presentation
Electronic messaging, such as HL7 Messaging Structure and Electronic Lab Reporting, as well as XML formats.
Project management, especially within an IT related environment
Business analysis skills, such as creation and analysis of data system rules and workflows
Training others on data systems
