Overview
The Juvenile Justice Director is a member of the Adolescent Services Unit (ASU) within the Family Services Division of DCF. The JJ Director plans and implements juvenile justice system improvement and practice throughout the state. The JJ Director facilitates monthly Youth Justice Work Group meetings which is comprised of Family Services staff to create policy, analyze data, share information with key stakeholders and plan for the delivery of statewide youth justice practice. This role has responsibility to manage and support the Balanced and Restorative Justice Programs (11 Contracts), and the Orbis contract for YASI CaseWorks.
Additional duties of the JJ Director include:
• Development of policies and legislation for more effective response and interventions to at-risk and justice involved youth.
• Support to all districts related to juvenile justice operational practices, through monthly meetings with each district, case specific consultations, and review of any court reports/filings as needed.
• Consultation on juvenile justice legislation, policy and practice for Central Office staff as well as field staff.
• Development and maintenance of DCF infrastructure and program development for supporting community juvenile justice systems throughout the state.
• DCF Liaison with the Judiciary, Department of Corrections, Juvenile Defender, Court Administrator's Office, State's Attorney and Sheriffs Association on juvenile justice.
• Development and implementation of training at local, state and national level on Vermont's juvenile justice system and reform.
• Serve as the DCF representative that works with the Director of Classification and Facilities, Department of Corrections to decide if a young person who has Youthful Offender Status requires detention in an adult facility to ensure public safety.
• Consults and reviews Court reports on all cases where a youth/young adult is seeking Youthful Offender status.
• Developing and managing the planning of the annual Youth Justice Summit.
While this position is based in Waterbury there is an opportunity for a hybrid (in office/remote) schedule.

Environmental FactorsDuties are performed in a variety of office and field settings. Private means of transportation must be available for necessary travel. Attendance at a variety of meetings is required, involving state, federal, private agencies or interest and advocacy groups, sometimes during evening and weekend hours. Strong, emotional and conflicting opinions may be encountered which must be constructively channeled. Tact and perseverance are necessary incumbent traits.
Minimum QualificationsMaster's degree, preferably in a Human Services related field, and three years' experience in youth justice, social work, teaching or criminal justice.
OR
Bachelor's Degree preferably in human services related field and five years' experience in youth justice, social work, teaching or criminal justice.
