Overview

The State Of Vermont Agency Of Digital Services is looking for a highly skilled Systems Administrator with expertise in Microsoft 365, SharePoint Online, and Entra ID to lead our SharePoint team. This role involves overseeing the planning, development, and execution of SharePoint initiatives, managing server workloads, and providing technical leadership and mentorship to junior staff. This is a supervisory position. The ideal candidate will foster an inclusive work environment, ensure compliance with governance and security policies, and act as a subject matter expert in Microsoft 365, SharePoint Online, and Entra ID.

Key Responsibilities:


SharePoint Administration and Leadership:

  • Direct the planning, development, and execution of tasks related to new SharePoint initiatives.
  • Evaluate and implement new technologies and improvements to the State of Vermont's SharePoint infrastructure across various levels.
  • Lead discussions and propose solutions with the team to enhance existing systems.

 

Systems Administration:

  • Administer a workload of approximately 40 servers, including building, decommissioning, and remediating security vulnerabilities.
  • Collaborate with application owners to upgrade or rebuild systems.
  • Supervise, train, and mentor junior staff in systems administration tasks.

 

Office 365 Support:

  • Assist state employees with troubleshooting Office 365 applications, including SharePoint, Teams, and OneDrive for Business.
  • Resolve Ivanti tickets promptly and provide guidance to site collection administrators.
  • Assist in opening Microsoft Premier tickets when necessary.

 

Supervisory Duties:

  • Foster an inclusive and equitable work environment through regular communication and mentorship.
  • Lead and mentor a team of three staff members, ensuring professional growth and customer satisfaction.

 

Governance and Compliance:

  • Develop, document, and enforce governance policies for SharePoint, MS Teams, and PowerPlatform integrations.
  • Implement retention and data-loss policies to safeguard state resources.

 

Subject Matter Expertise:

  • Provide workload management for the team and collaborate with senior staff to achieve positive outcomes.
  • Stay updated on developments within the Microsoft 365 and SharePoint Online platforms.
  • Recommend and implement changes to service offerings and provide updates to the Office 365 User Group.

 

DocuSign SaaS eSignature Platform:

  • Lead the implementation of eSignature solutions and integrate them into MS Teams and SharePoint Online.
  • Develop workflows to improve business processes and report on platform usage.
  • Train staff and customers in DocuSign administration and operations.

 

Stakeholder Engagement:

  • Participate in internal management meetings and provide recommendations.
  • Attend meetings with external providers to ensure alignment with State of Vermont needs.

 

Independent Problem Solving:

  • Demonstrate considerable mental effort and autonomy in accomplishing complex tasks.
  • Direct and assign staff to meet project deadlines efficiently.

Class Definition

This position is the fourth of five levels in the Information Technology (IT) System Administrator series. Incumbent is responsible for the installation, upgrade and maintenance of applications, middleware, and servers, which includes the installing of new software releases and system upgrades, evaluating and installing patches, and conducting database migrations, refreshes, and restores. Is responsible for system server life cycle, planning, developing and deploying a variety of system servers. Leads the design of system implementations. Implements and maintains the architecture necessary for departmental systems integration with other applications. Troubleshoots and resolves complex technical problems with the systems to include application, database, and server problems. Plans and implements operating procedures for backup and recovery processes. Determines future growth requirements of the applications, working with other information technology professionals to address application capacity needs. Ensures the performance and reliability of enterprise systems by monitoring these systems for availability, load balancing, and satisfactory response time; working with other information technology professionals to resolve performance issues. Monitors third party tools for application and system performance, providing recommendations for enhancements/changes. Produces useful, readable, and complete documentation including user manuals, implementation guides and other technical documents. Proactively works toward keeping up with technology and development best practices. Actively mentors and leads other System Administrators so that they can meet expectations and grow professionally. Requires no supervision to accomplish complex tasks. Acts as a Technical Lead. Must be a technical expert in one or more systems / services. May function as a supervisor.

Environmental Factors

Work is performed in a computer environment involving considerable interaction with other IT staff and department/agency staff. Overtime is often necessary to minimize impact to the enterprise due to IT Systems upgrades and/or outages as well as meeting IT System goals and deadlines. Some travel may be involved, for which private means of transportation may be required.

Minimum Qualifications

Bachelor's degree in computer science AND three (3) or more years of experience in computer or network support, programming or analysis, or database administration.

 

OR

 

Associate's degree in computer science or college-level coursework that includes 15 computer science credits AND five (5) or more years of experience in computer or network support, programming or analysis, or database administration.

 

OR

 

Eight (8) or more years of experience in computer or network support, programming or analysis, or database administration.

Preferred Qualifications
  • Proven experience in systems administration and SharePoint Online management.
  • Strong leadership and team management skills.
  • Excellent problem-solving and communication abilities.
  • Exhibit a high level of familiarity with Microsoft 365 suite of applications, PowerPlatform, Security and Compliance and DocuSign eSignature.
