Overview

The Deputy Director is responsible for the Vermont Department of Public Safety's (DPS) Homeland Security Grant Unit (HSGU). The HSGU is part of the Vermont State Police and manages federally funded grant programs, including the Federal Emergency Management Agency's (FEMA) Homeland Security Grant Program, which includes the Nonprofit Security Grant Program (NSGP), State Homeland Security Program (SHGP), State and Local Cybersecurity Grant Program, and Operation Stonegarden (OPSG). Other federal grants may also be overseen through the Unit. The Deputy Director is responsible for administration of the grant program, implementation of federal and state policies and procedures, and ensuring grant subrecipients comply with state and federal requirements.

 

The position will also be responsible for the presentation of statewide application workshops, the development and strategic oversight of assigned grants, and FEMA reporting on homeland security threats and capabilities specific to Vermont. The Deputy Director will ensure all federal funds are expeditiously spent and accounted for, meeting state and national priorities and will provide direction to the program managers in determining program priorities and aligning funding allocation appropriately. The position is also tasked with supporting the coordination of the Homeland Security Working Groups to make funding recommendations for the annual grant cycle.

 

The Homeland Security Grant Deputy Director should possess:

  • Knowledge of financial management principles and practices, including governmental accounting and budgeting procedures
  • Ability to interpret and understand federal and state statutes, laws and regulations
  • Comprehensive organizational skills and computer skills 
  • Knowledge in preparing accurate financial and statistical reports
  • Knowledge of grant administration and compliance monitoring
  • Knowledge of budget preparation practices and procedures
  • Ability to communicate effectively, both orally and in writing
  • Ability to establish and maintain effective working relationships with law enforcement, first responders, public and private executives, religious leaders, and subject matter experts
  • Research and analytical skills

This position, Homeland Security Grant Unit Deputy Director (Job Requisition #51781), is open to all State employees and external applicants. This is a Limited Service position, which is non-tenured and authorized through 06/30/2027. Limited Service positions are established for specially funded projects or programs.

PUBLIC SAFETY BACKGROUND CHECKS: Candidates must pass any level of background investigation applicable to the position to include Motor Vehicle/Criminal Records, Personal History, Credit and any additional background check(s).

Environmental Factors

Significant pressure from deadlines is present due to the high volume of grant applications from various stakeholders with the expectations results are achieved. Duties are performed largely in an office environment, but the person may be required to drive to various locations around the state. Extensive interactions occur with high-ranking public, private, appointed and elected officials. Work outside normal business hours will be required. A high standard of personal and professional conduct is expected.

Minimum Qualifications

Associate's degree or higher in business management, administration, accounting, finance, or related field AND experience or education related to homeland security.

OR 

Two (2) years or more of supervisory experience in grant management or grant program implementation.

Preferred Qualifications

Experience or education related to homeland security.

Experience with federal and/or state grant management. 

Special Requirements

This process will also include obtaining and maintaining a DHS Security Clearance at the Secret level.  Employment in this position may be terminated for failure to attain a secret clearance.
