Do you want an opportunity to work among a dedicated group of colleagues and partners committed to Vermont's outdoor recreation opportunities? The Department of Forests, Parks and Recreation (FPR) is hiring a Land and Water Conservation Fund (LWCF) Grants Administrator. This position will be responsible for the administration, monitoring, and compliance of all LWCF subrecipient grants and federal awards. The incumbent will contribute as an important member of our small Business Office team. The ideal candidate brings proven financial and/or project management experience, Microsoft Excel savvy , a positive professional approach, initiative, the ability to work effectively in a dynamic environment, and shares an interest in FPR's mission. FPR provides the flexibility to do your best work with telework options when no field work or in-person meetings are planned, which this position is eligible for per the request and approval process. This is a limited-service position with the same benefits package as a permanent State of Vermont (SOV) position; it is not a temporary position, but rather a full-time position in the classified service, that is funded through 09/30/2026.

Primary Job Duties:
•    Independent responsibility for financial administration of LWCF grant program. Tasks include management of incoming and outgoing agreements which entails:
o    Administering sub-awards; 
o    Preparing agreements in accordance with state and federal policy; 
o    Maintaining agreement files; 
o    Allocating expenses across funding sources; 
o    Monitoring revenue and expenses; 
o    Providing financial reports for department staff; 
o    Managing federal reporting; 
o    Requesting and drawing down federal funds;
o    Processing and managing invoices; 
o    Recording revenue in the VISION accounting system; 
o    Overseeing all corrections in VISION accounting system;
o    Managing agreement closeout; 
o    Managing the chart of accounts in accounting system and payroll system; 
o    Subrecipient monitoring;

Other Job Duties Include:

•    Collaborating with colleagues and partners
•    Assist with subrecipient payables
•    Assist in the management of all grant information (grantee details, start and end dates, funding sources, budget, scope of work) in various software programs. These include but are not limited to: SOV VISION accounting system, Microsoft Suite including at least intermediate Excel, SharePoint, Grants Solutions, ASAP.gov, Adobe, and DocuSign.
•    Actively participate with Grants Finance Manager/Business Office on process improvements and problem solving.
•    Serve as department expert for LWCF grant administration.
•    Provide administrative and technical guidance and support for department staff including but not limited to federal grant procedures, administrative management of the LWCF grant program and other program areas, procurement procedures, compliance requirements, and related policies.
•    Establish and/or maintain department-wide policies and procedures and standards for LWCF granting. 
•    Provide creative solutions and innovative responsibilities to help implement and utilize effective systems. Effectively implement and manage change. 
•    Work effectively and independently as part of a team with a service-oriented approach.
•    Support incoming and outgoing grant team workflows as needed.

This position, Grants Administrator - Limited Service (Job Requisition #52426), is open to all State employees and external applicants. It is a Limited Service position, which is non-tenured and authorized for a specific period of time. Limited Service positions are established for specially funded projects or programs.

Environmental Factors

Duties are performed primarily in a standard office setting. Duties may entail some work outside of normal office hours and some travel, for which private means of transportation must be available. Some pressure from deadlines may be anticipated.

Minimum Qualifications

Bachelor's degree AND three (3) years or more at or above a technical level in the development, evaluation, administration, or fiscal monitoring of grants.

OR

Master's degree in public administration or accounting AND one (1) year or more at or above a technical level in the development, evaluation, administration, or fiscal monitoring of grants.

OR

Associate's degree (or two years of full-time college coursework) AND five (5) years or more at or above a technical level in the development, evaluation, administration, or fiscal monitoring of grants.

OR

High School diploma AND seven (7) years or more at or above a technical level in the development, evaluation, administration, or fiscal monitoring of grants.
