Overview

The Vermont Department of Public Service (DPS) is seeking a dedicated and qualified candidate to join the team at the State Energy Office to advance state energy policy as a Grant Programs Manager. As an arm of the executive branch, the DPS represents the public interest in matters regarding energy, telecommunications, water and wastewater and is designated as Vermont's State Energy Office (SEO) under the U.S. Department of Energy (DOE) State Energy Program.

 

This limited-service Grant Programs Manager will work within the State Energy Office to deploy federal funding through programs that promote renewable generation, efficiency, electrification, and energy affordability in Vermont. 

 

The Grant Programs Manager will work cooperatively with other team members as well as independently to: 

  • Oversee the expenditure of federal funds and ensure they are used in accordance with state and federal guidance.
  • Draft Request for Approvals, grant agreements, and contracts for program implementation.
  • Solicit applicants, evaluate proposals, and oversee work of outside consultants, utilities, and other entities performing work under contract or grant arrangements. 
  • Review and approve invoices and track expenditures
  • Complete monthly, quarterly, and annual reporting consistent with state and federal requirements.

 

The ideal candidate will be detail-oriented, have strong interpersonal skills, and familiarity with State and federal procurement and contracting processes and procedures. Excellent written and oral communication skills are required. Working knowledge of energy efficiency, utility regulation, or related field is desired.

Environmental Factors

Work is performed primarily in an office setting and in a variety of field situations including large group meetings. Some private means of transportation should be available since occasional travel outside of the worksite will be required. Meetings with various advisory committees, public interest groups, municipal officials and program staff as well as basic position functions may entail significant evening hours. Urgent deadlines can be anticipated.

Minimum Qualifications

Master's degree or higher in business or public administration AND two (2) years or more at a professional level in accounting, financial auditing work, grants administration, or in a role with responsibility for management of financial affairs, or a governmental accounting system.

OR

Bachelor's degree with coursework in financial management, grants administration, program evaluation or closely related field AND three (3) years or more at a professional level in accounting, financial auditing work, grants administration, or in a role with responsibility for management of financial affairs, or a governmental accounting system.

OR

Five (5) year or more at a professional level in accounting, financial auditing work, grants administration, or in a role with responsibility for management of financial affairs, or a governmental accounting system.
