Overview

Join the Green Mountain Care Board to work on exciting health care regulation and reform initiatives!


This Senior Analyst position reports to the Board's General Counsel and is responsible for managing the Green Mountain Care Board Rate Review Program. The Analyst provides analysis and recommendations to the Board and its staff relating to health insurance rate review, as well as hospital budget review and health care payment and delivery system reform initiatives. Work includes but is not limited to reviewing rate filings for Individual, Small Group, and Large Group insurance products, advising the Green Mountain Care Board regarding these filings, participating in the drafting of administrative decisions, assisting with the legislative process, presenting at public Board meetings, and participating in the development of public policy.

Environmental Factors

Work is performed primarily in an office setting. The position is presently hybrid, with most work performed remotely. Some travel may be required for which private means of transportation must be provided. Duties involve interaction with company personnel and attorneys and the public. Testimony at hearings may be required.

Minimum Qualifications

Juris Doctor (J.D.) AND two (2) years at or above a technical level involving insurance company, agency, or regulatory policy form analysis; insurance rate analysis; insurance statistical analysis; actuarial analysis; insurance underwriting; or comparable experience.

OR

Five (5) years or more at or above a technical level involving insurance company, agency, or regulatory policy form analysis; insurance rate analysis; insurance statistical analysis; actuarial analysis; insurance underwriting; or comparable experience.
