Overview

The Agency of Digital Services is seeking a GIS Professional to join the Vermont Center for Geographic Information as a GIS Manager supporting Emergency Management and cross-agency coordination.


As a member of the Agency of Digital Services VCGI team, you will lead the integration and management of GIS technology within Emergency Management and across different parts of state government. Your responsibilities include coordinating the deployment and management of GIS systems, providing technical oversight for large projects, and staffing the Emergency Operations Center (EOC) to ensure GIS support during critical operations.


You will facilitate outreach to users of spatial data and GIS technology, ensuring data assets are accessible and secure. Additionally, you will develop applications that leverage spatial data, resolve technical issues, and define project specifications to meet needs.


Training staff on GIS applications and conducting advanced spatial analyses are key components of this role, ensuring that GIS systems effectively support the goals of Emergency Management and the Agency of Digital Services. 


Successful applicants will demonstrate a proficiency in the following areas:

  • Expert skill in the use of desktop, server, and web GIS software.
  • Considerable knowledge and experience with database management SQL, Python, and Arcade.
  • Experience teaching technical and professional staff in GIS concepts, data collection and applications.
  • Knowledge and experience with cloud optimized formats.
  • Skilled in the use of data transformation tools.
  • Knowledge of government operations in Vermont across, local, regional, state, and federal levels.
  • Knowledge of hydrography and experience working with lidar data.
  • Knowledge of UAS and remote sensing 
  • Experience with PowerBI, Notebooks, ESRI Dashboards, Hub, Survey 123, and Experience Builder.
  • Excellent written and oral communication.
  • Very strong analysis, analytical and problem solving skills.
  • Self-starter with initiative and ability to work independently with minimal supervision.
  • Considerable skill in applying GIS technology to solve difficult analytical problems.
  • Ability to establish and maintain effective and collaborative relationships.

Environmental Factors

Duties are performed primarily in a standard office setting although regional office visits will require travel. Fieldwork may be required from time to time. Attendance at meetings, seminars or conferences outside of normal work hours may be necessary. Manual dexterity is required in operating computers and GIS-related hardware, as are good eyesight and eye-hand coordination.

Minimum Qualifications

Bachelor's degree in GIS, geography, computer science or other closely related field AND three (3) or more years of experience in GIS, geography, computer science, or other closely related field.

 

OR

 

Associate's degree or two (2) years of college coursework in GIS, geography, computer science, or other closely related field AND five (5) or more years of experience in GIS, geography, computer science, or other closely related field.

 

OR

 

Eight (8) or more years of experience in GIS, geography, computer science, or other closely related field.
