Overview

The State of Vermont's Waste Management and Prevention Division is seeking an inspector to fill the Salvage Yards Compliance Specialist position in the Solid Waste Program. You will work throughout Vermont to ensure salvage yards operate in accordance with their permits and the Salvage Yard Rules. You will also be responsible for bringing unpermitted yards into compliance and investigating and resolving salvage yard complaints. Year-round field work and the ability to work independently is required.

 

The primary responsibilities of the Salvage Yard Compliance Specialist include:

  • Conducting inspections of permitted and unpermitted salvage yards and documenting the results.
  • Taking, prioritizing, and investigating complaints from citizens and municipalities.
  • Explaining the requirements and encouraging voluntary compliance.
  • Preparing Notices of Alleged Violation for operational deficiencies and unpermitted salvage yards.
  • Following up to determine if corrective actions have been taken.
  • Utilizing interpersonal skills and situational awareness to deal with difficult people and safely perform the job. 
  • Drafting enforcement referrals for significant or unresolved violations.
  • Appearing in court as a witness if a salvage yard case goes to trial.
  • Coordinating and communicating with the salvage yard owners/operators, salvage yard permitting staff, solid waste compliance chief, environmental enforcement officers, spills and hazardous waste staff, Agency attorneys, and municipalities.

As of July 14, 2024 the step 1 rate for pay grade 24 will be $28.16 per hour.

Environmental Factors

Duties are largely performed in an office setting; however, some field travel may be necessary for which private means of transportation must be available. Field work may involve exposure to chemicals, gases, hazardous liquid and solid waste, and construction sites during all weather conditions; and may involve traversing rough terrain and bodies of water. Some work outside of regular working hours, including attendance at public meetings, may be required. Strong differences of opinion may be encountered on a regular basis.

Minimum Qualifications

Master's degree or higher in a biological-life or physical science, engineering, a social science, data science, or an environmental or natural resources field AND one (1) or more years of experience in a natural resources field.

 

OR

 

Bachelor's degree in a biological-life or physical science, engineering, a social science, data science, or an environmental or natural resources field AND two (2) or more years of experience in a natural resources field.

 

OR

 

Five (5) years or more of experience in an engineering, environmental, social science, data science, or natural resources field.
