The Agency of Human Services (AHS), Department of Disabilities, Aging & Independent Living (DAIL), is seeking a forward-thinking executive to collaborate closely with DAIL Commissioner and DAIL's Division Directors and Staff. This Department is committed to making Vermont an exceptional place for individuals to age gracefully or live with disabilities, promoting dignity, respect, and independence. At its core, DAIL manages a diverse array of programs aimed at enhancing the quality of life for older Vermonters and individuals with disabilities.


As the Deputy Commissioner, you will act as a vital support to the Commissioner, playing a key role in advancing the department's mission and priorities. Joining a dynamic and experienced leadership team, you will help guide a workforce of 331 dedicated employees.


The Deputy Commissioner will support the Commissioner's strategic vision and oversee several critical areas, including:

  • Human Resources: Review and approve requests for hiring, serve as a signatory for Department of Human Resources requests, and oversee performance evaluations and investigations.
  • Contracts ,Grants and Operations: Collaborate with the Business Office to draft and manage agreements that support departmental initiatives.
  • High-Profile Referrals: Provide direction and resolution for referrals to DAIL from the Governor's office, legislators, and the Secretary's office.
  • Provider Relations: Foster and maintain effective relationships with service providers to ensure the delivery of high-quality care and support.
  • Supervision: Oversee staff development and performance, ensuring a supportive and effective working environment.
  • Knowledge: In-depth understanding of issues affecting individuals with disabilities and older adults, including relevant laws and regulations (e.g., ADA, Older Americans Act)
  • Analytical Ability: Proficient in data analysis and reporting, with a focus on using evidence to drive policy and program decisions.
  • Project Participation: Actively engage in key projects and initiatives, providing strategic insights and support to ensure successful outcomes
  • Meeting Facilitation: Lead and facilitate departmental meetings and recurring sessions to ensure effective communication and collaboration among team members.

Environmental Factors

Duties are performed primarily in a standard office setting but some travel may be anticipated for which private means of transportation must be available. Some work outside of regular business hours may be required. Contact with people with strong opinions will be encountered for which tact and diplomacy will be required.

Minimum Qualifications

Master's degree in social work or in the broad field of human services, or in public administration and five (5) years of management experience.

 

OR

 

 Bachelor's degree and seven (7) years experience as described above

Special Requirements

Candidates must pass any level of background investigation applicable to the position.

AHS Policy 4.02, Hiring Standards, pursuant to 20 V.S.A. 2056c or other applicable statutory authority, requires criminal record checks for all AHS positions, including motor vehicle driving record checks and national record checks where appropriate.
