Overview

The Cannabis Control Board (CCB) seeks a dynamic Director of Compliance & Enforcement to spearhead comprehensive compliance strategies in Vermont's evolving legal cannabis landscape and to oversee day-to-day compliance operations for the programs administered by the Board. The role is crucial to carrying out the mission of the Board to establish an equitable and sustainable cannabis industry that supplies safe, compliant products to Vermont's adult-use, medical, and hemp-derived marketplace.

 

Essential responsibilities include:

  • Fostering the guiding principles of the CCB among staff and the regulated community
  • Managing enforcement of the CCB's regulations to ensure compliance with applicable laws, administrative rules, and guidance, supporting CCB's rule-making efforts, managing all investigations, compliance, and enforcement activities
  • Developing and implementing educational trainings for both staff and licensees
  • Coordinating and implementing a schedule of site inspections
  • Monitoring complaints, tracking investigations, and recommending and carrying out appropriate agency actions
  • Overseeing and assisting with complex investigations; overseeing product registration process, guiding systems development work for IT system build outs to track enforcement actions, directly supervising a team of compliance staff
  • Monitoring inventory tracking data to identify risk indicators
  • Drafting and reporting on agency enforcement actions
  • Assisting the Executive Director in responding to inquiries regarding enforcement actions
  • Generating reports for the Executive Director that will shape Board policy

 

This role emphasizes a proactive and engagement-based approach to compliance, intertwining enforcement measures with educational initiatives to create a culture of understanding and adherence to regulations. The right candidate will blend ethical leadership with a skillful management approach to effectively handle a high-volume regulatory workload in a complex and rapidly evolving industry.

Environmental Factors

Duties are largely performed in a standard office environment.  Site visits may be necessary, and travel will be required.

Minimum Qualifications

Seven (7) years or more of experience in project/operations management, business administration, or investigations and enforcement activities, including experience with laboratory, research, field or regulatory work in agricultural, environmental, food safety, health or another highly regulated field.

Preferred Qualifications

Bachelor's degree or higher in public administration, business management, law, or related field.
Experience supervising, managing, or leading a team.
Experience in compliance and risk management.
