Overview

The Assessment Coordinator for Special Populations leads all messaging, coordination, and statewide administration efforts of the Vermont Statewide Alternate Assessment. The Alternate Assessment provides a testing option for students who are unable to take Vermont's General Education Assessment, in compliance with federal reporting and school-based accountability requirements. This is a large scale, statewide initiative requiring communication and coordination with education partners, and the coordination and management of a dedicated alternate assessment contract.  

 

Responsibilities associated with this position include:

  • Oversight of alternate assessment-related timelines and milestones.
  • Providing subject matter expertise pertaining to testing accommodations and accessibility features for special populations such as students with disabilities and English Learners.
  • Providing training and technical assistance, statewide, to educators who are administering the alternate assessment.
  • Development and review of alternate assessment technical manuals.
  • Providing subject matter expertise as needed on the development of assessments for students with significant cognitive disabilities, including qualifying English Learners. 
  • Engaging groups of educators statewide in discussions about standard settings, item bias reviews, and the review of technical documents and manuals.  
  • Representing Vermont within a multi-state alternate assessment consortium that develops and reviews alternate assessment test items, and shares best practices on statewide alternate assessment administration. 
  • Conduct statewide compliance monitoring for proper test assignment and administration, which requires limited field visits during the alternate assessment testing window.
  • Developing and implementing a statewide alternate assessment communications plan.
  • Coordinating with federal partners to draft and submit documentation for the federal Peer Review of the Alternate Assessment. 
  • Limited travel (approximately twice annually) to attend national conferences supporting a knowledge of best assessment practices and federal assessment regulations.  
  • Review requests for exemptions for students who are not able to take the statewide assessment(s) for medical reasons. 
  • Lead the AOE's response to completing federal Annual Progress Reporting (APR) for Indicator 3, a performance indicator pertaining to assessment participation and performance.

 
This position is classified as an Education Programs Coordinator II by the Department of Human Resources.

 

This position offers the opportunity for significant remote work based within Vermont and contiguous states but will require regular in-office functions as determined by the Secretary of Education.

Environmental Factors

Work is generally performed in a standard office setting, but significant travel may be anticipated for which private means of transportation must be available. Some work outside of normal work schedule may be required. There may be considerable interaction with a variety of publics and strong differences of opinion may be encountered.

Minimum Qualifications

Bachelor's degree in education, public administration, or related field AND five (5) years or more at a professional level education, program development, or leadership role in a public or private educational institution.
OR
Three (3) years or more as an Education Programs Coordinator I with the State of Vermont.

Preferred Qualifications

Master's degree.
