Overview

The AOT Technician VI will function as a Maintenance Contract Manager. The role involves extensive collaboration with internal and external stakeholders, including the Federal Highway Administration (FHWA) Regional Office and various Agency divisions. The incumbent will oversee contracts to ensure compliance with federal requirements and work closely with FHWA partners and internal teams to develop and adhere to Agency, State, and Federal guidelines and procedures.

 

Key Responsibilities:

  • Contract Management: Ensure all contracts meet Federal compliance standards and align with Agency, State, and Federal guidelines.
  • Policy Development: Create and update manuals, policies, best management practices, and training materials, including the development and implementation of an Emergency Recovery Manual and training for other contracting methods.
  • Emergency Response: Procure contractors and materials for emergency situations and serve as the statewide liaison for maintenance during ICS (Incident Command System) activations.
  • Program Support: Assist the FHWA Emergency Recovery (ER) Program Manager in ensuring compliance with State Agency and FHWA regulations, policies, and laws.
  • Liaison Roles: Represent the Agency in programs such as VTBuys, VAMIS, MATS, Power BI, Performance, GIS, and Federal partnerships.
  • Procurement Facilitation: Support the procurement of equipment, materials, and services needed for daily maintenance operations.
  • Project Review: Oversee contracts and Emergency Recovery projects, ensuring they are completed and accepted in accordance with standards.
  • District Collaboration: Work with District Technical staff on projects as needed.

 

The successful candidate will have experience managing contracts and compliance, developing policies and training, and serving as a liaison for various programs. Strong communication and organizational skills are essential, along with the ability to collaborate effectively with diverse stakeholders.

Environmental Factors

Duties are generally performed in an office, laboratory, and field setting for which private means of transportation must be available. Fieldwork may involve exposure to hazardous materials, traffic hazards, and construction sites during all weather conditions; and may involve traversing rough terrain and bodies of water. Class incumbents may be required to carry equipment weighing up to 40 pounds, traverse rough, wooded, or steep terrain, travel in boats or work on structures above ground level. Duties may also require exposure to extreme weather conditions. Attendance at public meetings as an agency representative where strong adversarial opinions may be encountered. Some public speaking may be needed. Out of state travel may be required. Overtime needs are predictable.

Minimum Qualifications

Bachelor's degree in engineering technology, environmental technology, surveying, construction technology, architecture, construction management, or related technical field AND six (6) years of experience performing engineering support tasks involved in one or more of the following: planning, surveying, design, inspection, construction, research and statistics, testing, investigation, maintenance or construction of various types of civil engineering projects.

OR

Associate degree in civil engineering, environmental technology, engineering technology, surveying, construction technology, architecture or related field AND eight (8) years of experience as described above.

OR

High School diploma or equivalent AND ten (10) years of experience as described above.

OR

Two (2) years or more of experience as an AOT Technician V with the State of Vermont.

Special Requirements

Some positions in this job class may require possession of a valid driver's license.
