Overview

The Vermont Agency of Education (AOE) is seeking a highly skilled Senior Fiscal Analyst to join our Education Finance team. This role is essential in ensuring transparent, data-driven decision-making for Vermont's education finance system. The Analyst will work closely with school districts, legislative committees, state officials, and agency leadership to provide robust financial analysis, modeling, and policy recommendations.

 

Key Responsibilities:

  • Develop financial models and data tools to analyze school budgets, education spending, and tax rates.
  • Maintain and enhance education finance data calculators and Power BI dashboards.
  • Provide support to legislative committees and testify before the Legislature as needed.
  • Conduct complex fiscal analysis of school district budgets and funding models.
  • Ensure accuracy of education finance system models, collaborating with districts, AOE teams, and external partners.
  • Manage and update public data tools on education cost-effectiveness and district spending.
  • Lead ad hoc analysis and provide data-driven insights to inform policy and funding decisions.
  • Communicate findings effectively to various stakeholders, including state economists, auditors, municipal officials, and the media.
  • Work closely with the Education Finance Director and CFO on system improvements and legislative recommendations.

Environmental Factors

Work is performed primarily in a standard office setting, but some travel will require private means of transportation. Duties may require some time outside of normal work hours. Incumbent will be expected to testify before the Legislature and/or assist the Education Finance Director and department/agency heads in doing so.

Minimum Qualifications

Bachelor's degree in accounting, business administration, finance, economics, statistics, or related field AND three (3) or more years of experience in finance, fiscal analysis, fiscal modeling, and budgeting, or related field.

Preferred Qualifications

Experience with school budgeting. 
Experience with data management tools including power BI, power query, Microsoft Excel.
Proven track record of conducting quantitative and qualitative analysis and communicating that analysis in writing and via presentation in a public space. 
MPP, MPA, MBA, MS, or other advanced degree or research fellowship.
