Overview
This is an interim role for 3 months, which was established to assist to meet an interim staffing need. The position is a wonderful opportunity to learn by doing and be involved in existing projects and operations. The successful candidate will be responsible for special projects within the Agency.
During the 3-month duration, you will be working hand in hand with trained professionals and further develop your skills in a very dynamic and fast-paced working environment. The position will be adjusted to shifting priorities, and therefore, there will be requirements for flexibility as well as troubleshooting capability.
This position, AHS Director of Housing Policy and Planning - Interim (Job Requisition #52214), is open to all State employees and external applicants.

AHS BACKGROUND CHECKS: Candidates must pass any level of background investigation applicable to the position. Class DefinitionProfessional level work involving the development and implementation of a comprehensive AHS housing agenda across the state of Vermont. This role will assess existing policies and develop new policies and protocols to ensure an integrated approach to addressing housing and homelessness. Possess housing policy expertise and promote evidence-based housing policy and best practice across the Agency of Human Services through training and technical assistance. Represent the Agency of Human Services on various committees throughout the state.
Acting as a representative of the Secretary as required, will liaise with housing providers, homelessness advocates and service providers on behalf of AHS and will liaise with AHS Field Directors and other AHS staff on housing issues and cross-departmental case consultation, as necessary. Responsible for reviewing and making recommendations to AHS as to the allocation and expenditure of housing funds across the agency, develop an oversight and tracking mechanism to ensure expenditures and allocation of fiscal resources are according to the statewide plan.
Reviews relevant legislation and draft bill reviews. In conjunction with appropriate AHS staff, this role will develop appropriate housing outcomes and indicators for performance and provides contracts and grant monitoring for use across the department/agency.
Duties are performed in a variety of locations including central office and legislative hearings. Private means of transportation should be available for work related travel. Duties include representing the agency, at public meetings and legislative hearings. Some evening or weekend work may be required.
Minimum QualificationsMaster's degree or higher in a human services related field, public or business administration or economic development AND three (3) years or more of professional level managerial experience or program administration experience in public or private organization in the areas of housing, homeless assistance, human services, or social policy.
OR
Bachelor's degree in a human services related field, public or business administration or economic development AND five (5) years or more of professional level managerial experience or program administration experience in public or private organization in the areas of housing, homeless assistance, human services, or social policy.
OR
Associate's degree in a human services related field, public or business administration or economic development AND eight (8) years or more of professional level managerial experience or program administration experience in public or private organization in the areas of housing, homeless assistance, human services, or social policy.
OR
High School diploma AND ten (10) years or more of professional level managerial experience or program administration experience in public or private organization in the areas of housing, homeless assistance, human services, or social policy.
