Qualifications

About the Must Haves:

  • M.A., M.S., or MBA in a related field or in lieu of a degree at least ten years of relevant work experience
  • At least 15 years of proven program or project management experience
  • At least 10 years of program management experience with a U.S. Military Service program
  • Experience with the Task Management Tool (TMT) or similar program
  • Possess an Active Secret security clearance

About the Desired:

  • Program Management Professional (PMP) certification from the Project Management Institute (PMI)
  • Experience with the DoD PPBES process
  • Experience with Foreign Military Sales (FMS), Space FMS Preferred
  • Specific direct experience with U.S. Space Force or Air Force acquisition programs

Responsibilities

About the Position:

The successful candidate shall be able to:

  • Oversee and manage data calls, document reviews, acquisition reporting, travel requests, media requests, and other mandatory reporting directed by program oversight organizations.
  • Interpret program documents for applicability to military, federal, state, local, contractual, commercial, or international statutes, regulations, policies, publications, directives, instructions, executive orders, codes, requirements or standards and shall be able to develop command-level policies and practices therefrom.
  • Oversee, manage and approve program office operations, e.g., receive, documents, generate, distribute, track and close tasks.
  • Define and implement program office procedures and processes that inform tasks for the responsible program organizations with guidance, metrics and timelines, and supporting references, as needed, to ensure accurate, complete and timely closure of tasks and optimal program progress.
  • Supervise program staff on task execution progress and status and shall be able to identify, define and manage cost, schedule, and performance risks.
  • Define and schedule tasks and review and evaluate program progress, define and assign action items to ensure timeliness, and shall be able to provide quality assurance over all program presentations, briefings, and media relations.
  • Initiate and process FMS equipment, security devices and services release-ability and disclosure assessments/approval to ensure compliance with the DoD Security Policy.
  • Create FMS case briefing charts and briefs at the Country Case Management Review (CMR) and Country Financial Management Review (FMR).
  • Draft and approve program memoranda, staff summary sheets, program office briefings, and other relevant program documentation.
  • Manage program progress and an integrated master program schedule with milestones, risk mitigation steps, and action item completions.
  • Coordinate program goals and objectives with senior command leadership and with program partners and stakeholders.
  • Develop, evaluate, and qualify responses for answering technical and programmatic inquiries.
  • Review, coordinate, and approve program information suitable for public release to industry, media, trade publications, international partners, and other program stakeholders.
  • Identify program issues proactively and address and resolve them in a timely fashion to minimize any negative impacts on the quality, accuracy, completeness and timeliness of the program.
