SAIC is seeking cleared (TS/SCI) Coalition Communications and Systems Engineer to support a recently awarded contract, Project Overmatch

Work is performed on site in San Diego, CA.

The Systems Engineer will have operational experience and expertise serving on Joint and coalition staffs, particularly within the Pacific Rim region. The candidate will act as a key liaison with coalition partners, focusing on the integration of Joint communication systems to enhance interoperability and mission effectiveness.

This opportunity requires a strong background in communication systems, including Link 16, Link 22, and Joint satellite communication systems, is essential for this role, as well as the ability to collaborate effectively with diverse international partners in advancing secure and resilient communication capabilities.

Duties and Responsibilities:

  • Coalition Communication coordination and advisory:
    • Serve as a primary liaison to communicate Project Overmatch for coalition communications.
    • Coordinate joint communications designs with coalition partners.
    • Develop and deliver technical briefings, white papers, and presentations tailored to senior leaders within the Pentagon and other key Overmatch stakeholders on communication systems with coalition partners.
  • Systems Engineering Leadership:
    • Understand the systems engineering processes for Project Overmatch.
    • Conduct requirements analysis, system design, and integration for naval coalition communication systems.
    • Coordinate cross-discipline efforts to ensure system functionality aligns with mission objectives.
  • Project Overmatch Support:
    • Support technical exchanges to achieve seamless integration and interoperability across naval and Joint platforms.
    • Contribute to developing advanced networking and communications solutions for distributed maritime operations.
    • Collaborate with technical teams to enhance system resilience, cybersecurity, and mission effectiveness.
  • Operational Expertise:
    • Apply operational experience to inform system design and ensure alignment with real-world naval operations.
    • Provide insights into tactical scenarios to validate system effectiveness.
  • DoD Acquisition Expertise:
    • Navigate and support DoD acquisition processes, including documentation, milestones, and risk assessments.
    • Prepare and review acquisition documentation such as System Engineering Plans (SEPs) and Program Protection Plans (PPPs).
  • Naval Systems Knowledge:
    • Leverage in-depth knowledge of naval systems, including combat management systems, sensor systems, and weapon systems.
    • Stay current with emerging communications technologies and provide recommendations for their integration into Project Overmatch.
  • Collaboration and Stakeholder Engagement:
    • Collaborate with program offices, international partners, contractors, and other stakeholders.
    • Foster strong relationships with senior leadership and international partners to advocate for Project Overmatch priorities.

Qualifications

Required Education & years of Experience: 

  • Bachelor's degree in an engineering discipline, Systems Engineering, Electrical Engineering, Mathematics, or related field.
  • Four (4) years of relevant experience in systems engineering, with at least two (2) years supporting naval communication programs.

Required Skills & Experience:

  • A strong background in communication systems, including Link 16, Link 22, and Joint satellite communication systems
  • Operational experience with U.S. and Coalition naval and maritime operations. 
  • Demonstrated expertise in the DoD acquisition lifecycle.
  • Familiarity with Project Overmatch engineering practices, policies, and tools.
  • Exceptional communication skills with the ability to engage senior leaders and stakeholders effectively.
  • Systems engineering and integration.
  • Knowledge of naval combat systems and communications.
  • Proficiency in DoD acquisition frameworks and processes.
  • Strong analytical, problem-solving, and leadership abilities.
  • Exceptional verbal and written communication skills, particularly for senior audiences.

Required Clearance:

  • Must possess Top Secret / Sensitive Compartmented Information (TS/SCI) clearance.


Preferred Skills and Experience/Nice to Have:

  • Certified Engineering Professional (CEP) or equivalent certification.
  • Program Manager experience with an ACAT level program.
  • Current Passport to support International Travel

Target salary range: $120,001 - $160,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
