SAIC is hiring a Systems Engineer with experience in defense weapon systems and acquisition policy to join our energized team in support of an exciting variety of programs.
SAIC supports the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)) customers as they lead, cultivate, and develop innovative solutions to address common concerns of reliable and maintainable weapon systems (https://ac.cto.mil/sea/). SAIC also provides technical expertise to improve the state-of-practice to pursue cross-cutting issues across the acquisition community and within the systems engineering enterprise.
As a member of the team, you will assist OUSD(R&E) advance the practice of Systems Engineering (SE) focused on modernized engineering practices such as Modular Open Systems Approach (MOSA), Digital Engineering (DE), AGILE Systems Development, and Artificial Intelligence (AI). You will regularly work with the SE community of practice and DoD senior executives. You will review OUSD(R&E) modernization priorities and related technologies, legislation, policies, procedures, practices, guidance, standards, handbooks, tools, DoD workforce skills and training, in coordination with OUSD(R&E) organizations, DoD Components, other federal agencies, and academic and industry partners. Highly qualified candidates will have additional experience with Model-Based Systems Engineering (MBSE) and the digital transformation.
This position is hybrid remote with onsite work located in Alexandria, VA. The candidate must reside in the National Capital Region (NCR).
Key Responsibilities:
- Serve as government Director's lead to prepare, coordinate, collaborate, and participate in sustainment initiatives
- Provide subject matter expertise in the development and implementation of the SE Body of Knowledge and related workforce training courses.
- Support annual SE and MOSA conferences preparing workshops, briefing and supporting the OUSD(R&E) participation.
- Support instantiation of Model Based Systems Engineering and MOSA into DoD Engineering processes and SE technical reviews.
- Conduct analysis of alternatives (AoA) to support the recommendation of approaches, tools, and technologies for development of new analytics, including data-and-event-driven analytics supporting SE and MOSA.
- Collaborate with various engineering teams to support requirements definition, integration, and deployment of newly developed capabilities.
- Advise and support the customer's leadership on the formulation and coordination of DoD MOSA policies, standards, and activities to implement the DoD's chartered responsibilities for enabling DoD systems engineering.
- Prepare presentations and other materials to support project functions. Draft correspondence, reports, white papers, minutes, spreadsheets, communications products, briefs, and other documentation.
Qualifications
Required Clearance:
- Secret clearance required to start
- US citizenship required
Required Education and Experience:
- Bachelor's degree and five (5) or more years experience; Masters and three (3) or more years experience
- Degree in an engineering, scientific, or technical discipline that is relevant to engineering
Required Qualifications:
- Must be able to work both independently and with a team to execute work tasks in a rapidly changing, fast-paced environment
- Must possess strong interpersonal skills and be self-motivated
- Demonstrated experience in planning, briefing and coordinating senior-level technical reviews, panels, or similar meetings with diverse participants
- Strong communication skills, both written and verbal
- Ability to convey complex ideas and theories to technical and non-technical audiences
- Demonstrated experience communicating with senior leaders (Government Service (GS-15) and Senior Executive Service (SES) in the SE discipline
- Knowledge of Department of Defense Instruction (DoDI) 5000 series documentation guiding defense acquisition engineering processes
- Experience supporting DoD or other US Federal Government agencies and processes
- Experience with Model Based Systems Engineering tools (i.e., SySML tools)
- Experience in Systems of Systems (SoS), and Families of Systems (FoS)
- Demonstrated experience with technical management processes for systems engineering
- Knowledge of system architecture and associated standards
Desired Qualifications:
- Masters degree desired
- Minimum of ten (10) years' engineering experience on US government programs
