SAIC's Business Enablement represents the full depth and breadth of the acquisition value chain – from the sell side (customer engagement and strategy development) to the buy side (program execution, strategic alliances, supply chain management and subcontractor development).  We are the full acquisition organization that supports our external and internal customer mission. Our dynamic team of acquisition professionals support key business areas and strategy for SAIC.

SAIC's Business Enablement organization is seeking a Subcontracts Analyst to manage subcontracts and proposals with various Department of Defense Agencies. This individual must be able to work in a high-paced, team environment and must be organized and detail-oriented.  Individual must also be able to work independently in addition to working in a team environment.   This individual will serve as a strategic partner to key stakeholders throughout the capture, proposal, and contract execution phases. This position requires the ability to multi-task and work several projects concurrently in a fast-paced environment. The individual shall be a confident, organized and detail-oriented team player with the ability to foster and build collaborative business relationships. This position does not have direct reports. 

This position is 100% remote nationwide.

The Subcontracts Analyst must be self-motivated with the ability to navigate through contractual, legal and complex issues while possessing the following skillset.

Typical Responsibilities Include:

  • Develops subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and services for subcontract systems in support of development, production and global sustainment for multiple contract types.
  • Prepares bid packages, conducts bidders' conferences, develops evaluation criteria, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes subcontract packages for review, prepares awards and administers resulting subcontracts.
  • Negotiates and coordinates additions, deletions, or modifications to subcontracts.
  • May sign supplier agreements and purchase orders within established authority.
  • Frequent use and application of industry practices, techniques, and standards.
  • Participates in the development of solutions to a variety of problems moderate in scope and complexity.
  • Often refers to policies, procedures and practices for guidance.
  • Work is reviewed for soundness of judgment, overall adequacy and accuracy.
  • Contributes to the completion of organizational projects and goals.
  • Works under only general direction. Independently determines and develops approach to solutions. Plans schedules and arranges own activities in accomplishing objectives. Work is reviewed upon completion by management to measure progress in meeting objectives. 

Qualifications

Required Education and Qualifications: 

  • Bachelor's Degree in Business Administration or a related business discipline, and minimum three (3) years of related experience. Master's and one (1) year of related experience.
  • Experience with Microsoft Office (Outlook, Word, Excel, and PowerPoint).
  • Must understand the government acquisition process.
  • Working knowledge of FAR and Public Laws relating to subcontracting.
  • Excellent oral and written communications and ability to communicate clearly, effectively, and independently with senior management.
  • Experience with developing acquisition strategies for emerging technology (e.g., AI, cloud computing, etc.) including identifying and assessing new technology opportunities, understanding market trends and client landscapes, creating comprehensive acquisition plans, and ensuring alignment with organizational goals and regulatory requirements.  The candidate should have a track record of successfully navigating the challenges associated with emerging technologies, such as risk management, rapid innovation cycles and evolving standards.
  • Experience with as-a-service models (e.g., Software-as-a-Service, Infrastructure-as-a-Service, Platform-as-a-Service).
  • Subcontract proposal experience is required; experience working with GWACs, GSA Schedules, Master Agreements, and various contract vehicles is desired but not required.
  • Demonstrated ability to think critically and make informed decisions.
  • Excellent oral and written communication skills are required.
  • Strong organizational skill and ability to handle a fluctuating workload and multiple priorities. 

Desired Qualifications:

  • Professional certification (CPCM/CFCM) preferred.
