SAIC's National Intelligence (NI) Market Area provides Information Technology, Engineering, and Mission solutions and services supporting digital modernization programs in areas such as cloud, data, cyber, AI/ML, and software.
We are seeking a Solutions Architect with strong technical skills to support a portfolio of Intelligence Community (IC) work and focused on leading strategic growth in digital and IT transformation solutions as it aligns with SAIC's and the Customer's strategic direction. This position will serve as a key member of SAIC's NI Market Area Technology Enablement leadership team.
This is a strategic role requiring business acumen, leadership, analytical skills and communication abilities. This role requires an individual comfortable with strategic business engagements as well as overseeing quantitative portfolio analysis and financial management.
This position is responsible for development and execution of our IT Solutions to the IC Campaign. The Campaign builds and drives the strategic plan in coordination with our Business Development, Capture, and Program teams.
Some of the key roles and responsibilities of IT Solutions to the IC campaign lead are:
- Strategic alignment - Ensure the portfolio aligns with the NI's overall business strategy, objectives, and priorities.
- Portfolio planning - Facilitate portfolio planning activities like opportunity assessment, demand forecasting, capacity planning, etc. Guide strategic decision making.
- Portfolio optimization - Constantly evaluate the portfolio mix and advise changes to maximize value, balance risk, minimize redundancies, etc.
- Governance - Establish and oversee effective portfolio governance practices for intake, reviews, status reporting, etc. Support governance bodies.
- Financial management - Conduct portfolio financial analysis including return on investment, budgeting, cost optimization, etc.
- Resource management - Guide effective utilization of people resources across the portfolio based on priorities and capacity.
- Performance management - Define portfolio KPIs, metrics, and reports to measure performance. Monitor outcomes and progress.
- Risk management - Identify and manage portfolio risks. Recommend appropriate risk mitigation. Maintain portfolio risk profiles.
- Communications - Ensure effective communications and visibility at all levels into the portfolio.
- Tools and processes - Establish, implement, and improve portfolio management tools, templates, workflows, and methodologies.
Qualifications

Active TS/SCI with polygraph

Bachelor's degree in business administration, finance, information technology or engineering disciplines

10+ years of experience in program/portfolio management or PMO roles

Experience managing IT or engineering portfolios preferred

Project management background

Portfolio management techniques like financial analysis, portfolio prioritization, resource optimization etc.

Strong financial analysis skills and business acumen

Data analysis, business intelligence, and visualization tools

Excellent communication and presentation abilities
