SAIC is hiring a Systems Engineer with a strong background in technology development to support the Principal Director, Microelectronics in the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)). The Systems Engineer will manage and execute the Department of Defense (DoD) Microelectronics Commons program. The Microelectronics Commons is a CHIPS and Science Act-funded national network for onshore, microelectronics hardware prototyping, lab-to-fab transition of semiconductor technologies and semiconductor workforce training. This position is hybrid remote with some onsite work in Arlington, VA.
Job responsibilities, include, but are not limited to:
- Proactively support the Workforce Development Commons Technical Execution Area Lead in developing the U.S. microelectronics workforce through Commons R&D efforts.
- Track, prioritize, and rapidly respond to ongoing actions to enable customer success in evaluating strategic and technological approaches and synchronizing DoD efforts.
- Coordinate with other Technical Area Leads on technical and programmatic issues and opportunities.
- Develop and/or provide input and recommendations to abstracts, briefs, information papers, and whitepapers.
- Evaluate technical approaches and proposals for Microelectronics Commons projects.
- Support Government oversight of prototyping facilities that demonstrate at-scale the system-level benefits of innovations in microelectronics materials, processes, devices, and architectural designs.
- Engage stakeholder community across Services, industry, and academia to identify microelectronics technologies and applications and workforce strategies that align with Microelectronics Commons program objectives.
- Support Other Transaction Authority (OTA) Request for Solutions (RFS) development, proposal evaluation, and award processes.
- Support planning, execution and facilitation of program reviews and meetings.
Qualifications
Required Clearance:
- Secret clearance required to start.
- US citizenship required to start.
Required Qualifications:
- Bachelors' degree in an engineering discipline or related field and five (5) years experience; Master's and three (3) year's experience; PhD and 0 years of related experience.
- Experience in supporting science, technology, engineering, and mathematics (STEM) workforce development programs.
- Experience with technology development and hardware prototyping.
- Experience in preparing, coordinating, and presenting briefings.
- Demonstrated knowledge of the DoD organizational structure and budgeting process, OSD inter-office coordination, and communication protocols.
- Strong written and verbal communication skills.
Desired Qualifications:
- Degree(s) in electrical engineering, computer engineering, systems engineering, or related field.
- Experience in one or more of the six DoD-critical technical areas: Secure edge/Internet of Things (IoT) computing, 5G/6G technology, Artificial intelligence hardware, Quantum technology, Electronic warfare, and Commercial leap ahead technologies.
- Experience with microelectronics hardware prototyping.
- Experience in planning and coordination of technical reviews, panels, or similar meetings with diverse participants.
- Experience with Other Transaction Authority (OTA) agreements, Broad Agency Announcements (BAA), or other non-traditional R&D-focused contracting methods.
- At least 5 years of experience working in microelectronics design, semiconductor device fabrication and/or foundry operations, radiation-hardened electronics, radio frequency electronics, electro-optical electronics, field-programmable gate arrays (FPGAs), defense electronics industrial base or related areas
