JOB DESCRIPTION: 

Position: Senior Planner, Advisor, and Information Operations SME to support the planning, staffing, training, coordination, and implementation of Information Operations/Warfare for the Army National Guard and the 54. This is a full-time on-site position in Arlington, VA.

RESPONSIBILITIES AND ROLES: 

  • Direct support to the Assistant Director, ARNG for Aviation (AVN), Intelligence and Information for portfolio analysis in all aspects of DOTLMPF-P support and provide SME support to the DARNG's Readiness Advisory Councils, DARNG/CNGB/ASL HQDA governance decision forums to enable overall future and generational readiness for the Warfighter, and to shape ARNG Support Plans including Information Advantage related transformational planning. 
  • Provide products and services to include providing SME support for Information Operations portfolio integration and greater integration with Total Army.
  • Position supports synchronization between intelligence and information warfare directorates and enables ARNG collaboration with external entities in support of Director, Army National Guard priorities.
  • Conduct coordination across all Army, DoD, and Intelligence Community organizations pertaining to Information Operations.
  • Plan and facilitate working groups to achieve ARNG strategic priorities focused on Information Operations as it relates to ARNG manning, training, and equipping.
  • Advise, prepare ARNG to inform FA 30/P4 (NCO) career development, training, and certification process for ARNG.   
  • Participate and support ARNG writing team to capture ARNG equities in the Army FM 3-13 Working Group. 
  • Develop strategy for an ARNG Information Force tied in via enterprise – how to integrate various architecture with IEW BN (G2) – EW – Theater Information Operations Groups – Cyber (IW) and interlocking with USAR capabilities.
  • Senior Leader Senior IO Advisor support --- coordinate messaging, create senior leader IO related engagements (OSD, JS, Army, USAR, other Multicompo forums-events).
  • Interact with command leadership, prepare, and brief accurate products in a timely and succinct manner. 
  • Prepare Point Papers, Issue Papers, PowerPoint briefing slides, Organizational Strategies, Policy, Visio organizational charts, manpower spreadsheets and comprehensive staff packages.
  • Perform short and long-term strategic planning and forecasting, requirements determination reviews, Force Design Update (FDU) analysis, improve current processes and change management. 
  • Draft organization & operations draft construct to inform ARNG Command Plan (FY 27) and present options for ARNG senior leadership consideration.
  • Present and coordinate with Army senior leaders at the General Officer and Senior Executive Service (SES) level.
  • Develop RC position options to inform Army lead for IO capability to further RC synchronization in support of Army overall operations. 
  • Provide strategic advice, technical guidance and expertise to program and project staff.

Qualifications

EDUCATION AND EXPERIENCE: Bachelors and fifteen (15) years or more of related experience; Masters and thirteen (13) years or more of related experience; PhD or JD and ten (10) years or more of related experience. Master's degree and 20+ years of experience desired. 

  • Information Operations Certification and 5+ years of practical experience
  • Innovative Vision in Strategic Plans and Operations
  • Expert knowledge in Information Operations Management required
  • Change Management: improving organizational outcomes.
  • Familiarity in MI disciplines, including All Source/ GEOINT, OSINT, and Cyber
  • Experience as Chief of the Joint Staff with familiarity with Intelligence support to operations for Joint, Army operations
  • Experience as a State J/G Staff Director of Information Management strongly desired
  • Successful Brigade/Group Command strongly desired

Travel up to 30%

Required Security Clearance: 

  • Top Secret SCI clearance (US Citizenship required) is required on first day of employment.
