SAIC seeks a Sr Logistics Management Specialist (SME) to join our team in Crane, IN at the Naval Surface Warfare Center (NSWC Crane).
This is a senior Consultant and Subject Matter Expert (SME) on Department of Defense (DoD) mandated policy for Small Arms/Light Weapons (SA/LW) Accountability Serialization Programs, which will support a unique database that tracks and manages weapons systems for the various branches of the US Military.
This position is part time. Estimated hours are approximately 4 hours per week but will flex based on workload requirement. Some hours may be required to be on-site with government personnel team and other hours may be via telework utilizing phone and TEAMs collaborating
This position will serve as Subject Matter Expert (SME) on Department of Defense (DoD) mandated policy for Small Arms/Light Weapons (SA/LW) Accountability Serialization Programs. As the SME, you will collaborate with the Office of the Secretary of Defense (OSD), DoD Joint Services, and Program Sponsors to provide Service level input into policy development and Service Accountability processes. Responsible for providing expertise on the development of policy changes and recommending processes that will incorporate them into the Accountable System of Record for the Navy and USMC. This position requires a skilled influencer to articulate orally and in writing the methods and policies of each of the Services that will ensure the highest level of accountability for SA/LW. Intense problem solving will also be required in working with DoD and the Joint Services to work through differences in policy, processes and procedures to ensure maximum accountability.
Expert knowledge of Small Arms DoD Directives and Navy Policies that provide the guidance on Small Arms Accountability through serialization control. Ability to communicate, both oral and written, with Program Sponsors concerning requirements and discrepancies and provide recommended solutions and policy changes that will ensure compliancy and integrity of the SA/LW asset data.
Requires subject matter level expert knowledge of DoD and Service level Small Arms Accountability policy and the ability to develop processes to execute according to the policy mandates and the ability to fully understand the cause and effect of current processes developed for changing policies. Requires excellent written and oral communication skills as well as skills in preparing high-level briefings which will be made quarterly to the OSD, DoD and Joint Service Levels. Briefings will be details of Service level implementation status and require an in-depth knowledge of Accountability policy and systems.
Qualifications
Required Education and Experience:
- Bachelor's degree and six (6) years or more of related experience. Ten (10) years of experience can be considered in lieu of degree.
- In-depth knowledge of DoD and Navy SA/LW accountability regulations, processes, procedures
- Requires extensive knowledge and application of the concepts, principles, and practices of Integrated Product Support to provide guidance to program officials for planning, managing, and executing an effective logistics program, and relate logistics elements to practical application within the Small Arms Programs.
- Requires knowledge of agency program planning, and management information systems, working knowledge of the systems and equipment supported, and ability to coordinate and evaluate the efforts of Program execution to identify specific requirements and to develop and adjust plans and schedules for the actions needed to meet each requirement on time.
Required Security Clearance:
- Must have an active Secret clearance
