SAIC is seeking a Senior Action Officer to support the Principal Deputy Assistant Secretary of Defense in Critical Technologies (PDASD(CT) within the Office of the Under Secretary for Research and Engineering (OUSD(R&E)).  The Senior Action Officer will support the Trusted and Assured Microelectronics (T&AM) Program Manager (PM) by developing and maintaining work products that enable management decision making, strategy development, initiative definition, action tracking and monitoring, effective communications across a geographically distributed workforce, as well as meeting and workshop planning and execution.  The Senior Action Officer must be skilled at interfacing, communicating, and collaborating with government personnel at all levels including senior leadership, both civilian and military, as well as corporate and technical personnel within the Defense Industrial Base and the commercial microelectronics industry.  The successful candidate will have experience supporting senior level DoD government organizations (OSD, the Services and Defense Agencies) by advising on, and  monitoring T&AM adherence to, best practices for technology transition to the services including stakeholder engagement, coordination of technology demonstrations and prototyping, commercial technology evaluation and assessment, product development, and/or compliance with statutes and regulations regarding defense acquisition and financial management

Job Duties Include:

·     Provide direct support to the T&AM PM by providing strategic, analytical, and action officer support to organizational priorities, including, but not limited to:

·     Serve as a trusted advisor and action officer to provide actionable advice to the T&AM PM, and other senior officials within OUSD(R&E), as appropriate.

·     Support coordination and collaboration within OUSD(R&E), and between the T&AM Program and other internal and external stakeholders.

·     Organize and facilitate internal and external communications on a wide array of subjects. Examples include internal and external tasks; program reviews; congressional directives, engagements and events; workshop, conference and other speaking invitations and events.

·     Anticipate, monitor, and identify projects and initiatives that need deliberate attention and support; communicate needs to the T&AM PM and proactively engage with government personnel with the concurrence of the T&AM PM.

·     Assist the T&AM PM and project leads to define work requirements and project plans.

·     Assist with the development of a communications strategy and stakeholder engagement plan to support the success of the T&AM Program broadly, and individual projects and initiatives, in particular.

·     Analyze management information requirements to develop program or administrative reporting systems such as records, communications, directives, forms, files, and documentation that will facilitate access to, and appropriate sharing of, organizational and project level data.

·     Develop and implement performance targets and tracking mechanisms to support performance management and continuous improvement; provide recommendations to the T&AM Program Manager for improvement.

·     Anticipate senior leader and stakeholder requirements for information, reports, and assessments and coordinate preparation of materials to satisfy such requirements.

·     Support the development and tracking of taskers/action items assigned to T&AM to facilitate timely senior leadership feedback and approval; interface with OUSD(R&E) senior leaders, when required.

·     Develop monthly reports/briefs on significant activities with a focus on quantifiable progress; identify content for weekly activity reports (WARs) and quarterly program reviews (QPRs).

Qualifications

  • US Citizenship and an active Top Secret clearance.
  • A bachelor's degree with ten (10) years of relevant experience. Master's plus 8 years of experience.
  • Strong leadership, problem identification/resolution skills, flexibility, initiative, and a proven ability to  work with Senior Executives efficiently and effectively.
  • Excellent written and oral communication skills.
  • Experience writing and critically reviewing white papers, briefings, correspondence, and reports.
  • Exceptional organizational and teambuilding skills and interpersonal skills.
  • Experience in the Pentagon at OSD, Joint Staff, or other high-level organization.
  • Extensive experience in the Pentagon at OSD, Joint Staff, or other high-level organization.

 

Desired Qualifications

  • Master's degree.
  • Understanding of JCIDS, PPBE process, POM cycle, CATMS/TMT or other tasking system, and Adaptive Acquisition Framework.
  • Strong knowledge of OSD-level organizational structure and understanding of the National Defense Strategy and DoD Modernization areas.
  • Senior Service College Graduate.
