SAIC is looking for a Senior Acquisitions Specialist with demonstrated subject matter expertise in the federal government acquisition processes and practices to provide dedicated Advisory and Assistance Services (A&AS) support to the Defense Threat Reduction Agency, Nuclear Enterprise Directorate, Defense Nuclear Weapons School. The Program Analyst provides program planning and execution advice and assistance support to the Defense Nuclear Weapons School. This position is onsite and the work will be performed at Kirtland AFB, Albuquerque, NM.
This position oversees and manages the operational aspects of ongoing acquisitions and serves as liaison between government program management and planning, and project execution. Reviews status of acquisitions and budgets; manages schedules and prepares status reports. Assesses project issues and develops resolutions to meet productivity, quality, and client goals and objectives. Develops mechanisms for monitoring project progress and for intervention and problem solving. Responsible for ensuring project requirements and responsibilities are being accomplished, including working on the definition and implementation of project planning techniques to provide visibility into project execution.
Primary duties include:
· Develop and coordinate Spend Plans.
· Assist in support of the Government Purchase Card Program.
· Develop and coordinate Spend Plans and Program Objective Memoranda (POM).
· Support the execution of current and future programs and initiatives.
· Provide assistance/expertise in drafting procurement documentation (e.g., Statements of Work/Performance Work Standards, Contract Data Requirements Lists, CLINS, etc.).
· Assist in the financial monitoring, oversight and reporting (e.g., personnel travel; tracking commitments, obligations and expenditures; contractor cost data, burn rates, trends, shortfalls, etc.).
· Assist Department leadership in the development and execution of current and future requirements using expertise in federal Government acquisition and Planning, Programming, Budgeting, & Execution (PPBE).
· Assist/advise the Program Managers (PM) and Contracting Officer Representative (COR) with annual closeout procedures.
· Execute day-to-day coordination with the assigned government Contracting financial analyst to provide accurate accounting of expenditures, obligations, unliquidated obligations, and real-time financial data.
· Prepare briefs to senior leaders as required.
· Address requests for information from agencies/offices internal and external to DTRA.
· Assist in management and reporting of Defense Nuclear Weapons School Programs.
· Assist in gathering data and answering Enterprise Task Management Software Solution (ETMS2) taskers as assigned.
· Other duties as assigned.
Qualifications
Required Qualifications:
· Bachelor's Degree and 10 (ten) years of experience; Master's Degree and eight (8) years of experience. Demonstrated expertise in the federal Government acquisition processes, in the Planning, Programming, Budgeting, & Execution (PPBE) process.
· Detailed financial background, including accounting and budgeting with understanding of DoD financing and programs with significant funding flows.
· Ability to keep track of records to include MIPRs, DTS/travel, contracts financing, etc.
· Strong attention to detail and organizational skills, team player; capability to collaborate across a diverse workforce.
· Ability to track spend plan actions across the divisions.
· Effectively communicate to senior leadership through briefings, presentations, written/verbal correspondence, and other means as necessary, that can be understood at multiple levels.
· Must have experience as a Reviewing Official for the Defense Travel System.
· Experience in the Government Purchase Card (GPC) program.
· In depth knowledge and expertise with Microsoft Excel, including the ability to develop and maintain large, complex spreadsheets.
· Strong Microsoft Office skills, preferably including Microsoft Project.
· Strong analytical and problem solving skills.
· Good written and verbal communication skills.
· Basic understanding of Government contracting processes and practices.
Preferred Qualifications:
· Extensive knowledge of military operations and familiar with strategic planning and joint operations with major Command staff activities.
· 3-10 years relevant experience with DoD programs.
· Previous experience as a warranted Contracting Officer a plus.
· Prior experience with DTRA programs, specifically within DTRA Nuclear Enterprise.
· Prior interactions with OSD, Joint Staff, CCMDs, Military Services, and other government agencies.
