SAIC is seeking an experienced Program Security Advisor to oversee Security requirements supporting a Program Office located in El Segundo, CA.

You will be responsible for providing security technical advice and supporting SSC/BCCB SAPs program of record in coordination with the Government Special Security Officer (GSSO) to manage the implementation and execution of comprehensive Special Access Program (SAP) security countermeasures to protect  the acquisition, development, and sustainment of advanced technologies throughout the acquisition life cycle in accordance with all applicable laws; national, DoD, and DAF/USSF Component issuances relating to or governance of DoD SAPs. This will include advising on the implementation and oversight of a robust security program, but not limited to, program protection plan, personnel and facilities management, security reviews, and security education & training program. Security Advisor will engage with SSC/BCCB Portfolio/Product Managers to assist with tracking and managing industry security requirements and any other security related matters.

Roles and Responsibilities:

  • Ensure proper compliance with DoD and USAF Document Control procedures.
  • Administer security programs and procedures for classified materials, documents, and equipment.
  • Ensure proper handling and marking of classified materials and account for all Top Secret (TS) material, to include inventorying and labeling all existing media within facility.
  • Support security administration and management to program elements and ensure facility compliance with all DoD and USAF policies and directives.
  • Support the control of visitor ingress/egress, escort visitors, which includes verification of visitor clearances, coordination of conference room meetings and briefing visitors on facility security requirements.
  • Perform Video-Teleconferencing (VTC) system administration and scheduling.
  • Assist in Media Control and Accountability activities.
  • Program Protection Planning: Develop and implement risk management-based program protection plans and strategies, ensuring security measures are aligned with organizational goals.
  • Security Support: Provide technical advice and security recommendations to support both collateral and Special Access Program (SAP) efforts. This includes coordination between the Space Force, Air Force and Mission Partner security authorities. Provide a variety of administrative functions associated with PERSEC.
  • Compliance Coordination: Ensure standardized processes for DD Form 254 efforts across the acquisition lifecycle, coordinating with Program Security Officers to maintain compliance
  • Documentation and Reporting: Assist in the development of various security-related documents, including OPSEC plans, transition plans, emergency action plans, and security CONOPS. Review program documentation for public release, ensuring proper classification and markings.
  • Security Education and Training: Develop and deliver security education and training for program personnel.

Qualifications

Skills one must have:

  • Bachelor's and 9 years or more of related experience (4 additional years of applicable experience may be used in lieu of degree) with:
    • National Industrial Security Operating Manual (NISPOM) / Intelligence Community Directives (ICDs) with a focus on ICD 705/Joint Special Access Program Implementation Guide (JSIG), Executive Orders, etc.
    • Computed aided tools such as Microsoft Office suite (MSWord, Excel, Power Point, Project) and other collaboration tools (MS Teams, Zoom, etc.) 
    • Utilizing customer databases such as DISS, NBIS, and Scattered Castles
  • Must have the ability to illustrate and present decisive and risk-managed security recommendations and decisions.
  • In-scope security background investigation (T5 or SSBI), adjudicated for SCI eligibility and enrolled in the Continuous Evaluation program (if applicable).
  • Willing to be nominated for access to Sensitive Compartment Information and Special Access Programs and willing to consent to a Polygraph examination.
  • Experience with JADE, Scattered Castles, SCINET, and DISS.
  • Strong background in Microsoft Office Product Suites: Excel, Word, PowerPoint, Access, and Teams.
  • Ability to learn quickly and retain information.
  • Highly attentive to detail and quality of work.
  • Able to plan and execute daily and weekly scheduled tasks with little or no supervision.
  • Be an excellent team player with organizational and time management skills.

Target salary range: $160,001 - $200,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
