To address the growing demands within the Department of Defense, SAIC is seeking a highly skilled and dynamic Program Analyst to support Tier 0/1 Service Desk for our Digital and AI Team as we embark on a large initiative to lead the design and operate integrated Enterprise IT solutions that deliver AI-enabled capabilities and enable data-driven decision making to missions across the Department, Services, and Combatant Commands.
The Ideal candidate will be adept at managing customer relationships, driving operational excellence, and fostering continuous improvement across all service areas.
Core Responsibilities:
- Oversees and manages the operational aspects of ongoing projects and serves as liaison between project management and planning, project team, and line management.
- Reviews status of projects and budgets; manages schedules and prepares status reports.
- Assesses project issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives.
- Develops mechanisms for monitoring project progress and for intervention and problem solving with project managers, line managers, and clients.
- Responsible for ensuring contract requirements and subcontractor responsibilities are being accomplished including working on the definition and implementation of project planning techniques to provide visibility on the contract.
- Developing budgets and schedules to meet contractual/project requirements for an assigned portion of a program, participating in and establishing and defining program plan requirements, and monitoring and reporting performance against plans to ensure that contractual, cost and schedule objectives are met.
- Contributes to the development of new concepts, techniques, and standards.
- Provides guidance to more junior team members to achieve goals in accordance with established policies.
- Establishes and recommends changes to policies, which affect organization.
- Develops solutions to complex problems, which require the regular use of ingenuity and innovation.
- Ensures solutions are consistent with organization objectives.
- Serves as consultant to management and special external spokesperson for the organization on major matters pertaining to its policies, plans, and objectives.

Qualifications
Required Qualifications:
- Bachelors and ten (10) years or more of related experience; Masters and eight (8) years or more experience; PhD or JD and five (5) years or more experience.
- ITIL Certification.
- CompTIA ITF+.
- Excellent communication and customer service skills.
- U.S. Citizenship and a Secret Clearance with the ability to obtain a TS/SCI.
Preferred Qualifications:
- CompTIA A+.
- CCSP Certification.
- CompTIA Network.
