JOB DESCRIPTION: 

The Navy Business Group currently has a career opportunity for a fleet training program analyst to provide Fleet Deployment Training Program analysis  to Commander, U.S. Fleet Forces Command (USFFC) in Norfolk, VA.

 

The individual in this position will provide fleet deployment training program policy and standards analysis support and serve as an action officer for the USFF Fleet/Joint Training Directorate (N7).  Program analysts have experience at the senior level including supervisory experience.  Program analysts, in general, review program (specific) data, evaluate program plans/changes and assist in the preparation of documents with various senior-level, civilian and military stakeholders.  They are able to analyze program information, strategize plans, produce quality analytic work in the form of information papers, white papers, briefs, and executive correspondence and effectively present the results in a clear and concise manner when required.  Program Analysts utilize time and government furnished equipment/information to accomplish their tasks successfully and promote program efficiencies.  They are subject matter experts (SME) in their fields of expertise.

 

The ideal candidate will be an experienced program analyst (at least eight years' experience) and SME in fleet training policy and standards. Echelon III (or higher) staff experience and a working knowledge or understanding of U.S. Navy fleet training policy and programs, the Optimized Fleet Response Plan (OFRP), and the Fleet Response Training Plan (FRTP) are highly desired for this position. In addition, he/she will have excellent public speaking, presentation, and time management skills, as well as at least two years of applicable Program Analyst experience in:

·   U.S. Navy fleet training operations, policy, systems, and staff procedures.

·   Prioritizing large, complex projects involving numerous Fleet training stakeholders.

·   Leading working groups and cross-functional teams.

·   Leveraging best practices and handling multiple tasks and interruptions with minimal impact on productivity/deliverables.

·   Engaging Senior Staff at the Flag Officer/Director/Manager level.

·   Conducting readiness analysis/assessment to identify gaps, Fleet and individual training needs and solutions.

Specific Functional Area duties include:

·   Assist in the coordination and management of USFF reviews of NTSPs to ensure all requisite data / information is captured.

·   Provide recommendations for USFF N7 input on required improvements to individual functional skills, team and Fleet operational courses at training activities ashore based on operational mission assessment.

·   Provide recommendations to USFF N7 for Navy Training Planning Process Methodology (TRPPM) forums to ensure Fleet training is incorporated into new acquisition systems delivered to the Fleet.

·   Provide recommendations and assess suitability of program training plans to ensure Fleet training equities are addressed.

Qualifications

REQUIRED EDUCATION / EXPERIENCE / SKILLS:

·   U.S. citizen with Bachelor of Arts or Science degree and Secret clearance.

·   Active duty Navy experience including recent fleet training experience at or above the mid-grade officer or senior enlisted level.

·   3+ years of general training program analyst and Functional Area experience (7 years in lieu of degree will be considered); see detailed tasks above.

·   Knowledge and proficiency in analytical methodology, assessments, and program evaluation with commensurate expertise in preparing project papers, senior management level briefings / presentations, and executive correspondence.

·   Proven written and verbal communication skills and ability to act independently and manage time effectively.

·   Experience in use of MS Office (e.g., Word and PowerPoint) products.

DESIRED EDUCATION / EXPERIENCE / SKILLS:

·   Experience as an Echelon III (or higher) staff action officer.

·   Comprehensive understanding of all phases of the OFRP / FRTP.

·   Familiarity with the OFRP, FRTP and Fleet Training policy documents, including the Fleet Training Continuum (FTC).

·   Understanding of the Fleet training Command and Control (C2) structure.
