SAIC is seeking a Director to lead SAIC's Corporate Program Control Center of Excellence supporting the enterprise program control and finance community to improve program delivery and financial execution across the company.  This key position will report to the VP of Finance and Business Management. The ideal candidate must have strong interpersonal skills and a passion for dynamic leadership, training/mentoring, and process improvement.  Requirements include prior program control/finance expertise with a strong knowledge and hands-on experience in developing and maintaining Work Breakdown Structures (WBSs) and related dictionaries, Basis of Estimates (BOEs), Resource Loaded Networks (RLNs), budgets, and Estimates at Completion (EACs), implementing Earned Value methodologies and working with Program/Project Managers to proactively identify project budget and schedule problems and implement corrective actions.  This future member of our team will possess a bias for action, orientation towards creating solutions, and the ability to communicate effectively both horizontally and vertically within the enterprise.  This position can be fully remote, but preference is for candidates to be located near Reston (VA), San Diego (CA), Charleston (SC), or Huntsville (AL)

Duties and Responsibilities

Ownership of SAIC policies, procedures, training and best practices as they relate to program financial management and the tools, systems, and doctrines used by SAIC's 200+ program controllers supporting the company's wide range of federal, state, local, and commercial contracts.

Responsible for procedures and training delivery covering quarterly forecasting, cost accounting, variance analysis, cash flow, margin improvement, EVMS, and SOX/FAR/CAS compliance as it relates to program level financial management

Manage and enforce adherence to program control practices and procedures, including schedule management, cost controls, risk/change management, audit support, and records management

Prepare and distribute financial information and analysis within required deadlines and ensure that the information provided is concise, relevant, and understandable to assist program control staff execute their job duties and executive leadership in decision making

Facilitate communication and relationships with line and functional departments, interpret policy/guidance and effectively disseminate to stakeholders

Directly contributes to the development and implementation of new business process, concepts, and techniques to include oversight and testing for financial modules and financial reports within IT infrastructure projects that impact program financial management

Regular interaction with functional peer groups (Contracts, Procurement, HR, etc.) and senior management requiring the ability to gain cooperation of others

Assist with complex proposal development, contract negotiations and administration of contracting activities utilizing sound business judgment

Qualifications

  • Bachelor's Degree in a Finance, Accounting, or Business discipline with 15+ years of relevant experience
  • 5+ years of leadership experience in a program control or financial role
  • Experience with multiple contract types (FFP, CPFF, CPIF, CPAF, and T&M)
  • Knowledge of federal government contracting in a Professional Services environment
  • Strong financial acumen and ability to train others on relevant subject matter
  • Highly proficient in Microsoft Excel and Microsoft Office Suite.
  • Polished communicator with experience developing others & creating strong teams

Desired Skills/Education:

  • Experience using Deltek Costpoint, COBRA, Oracle EPM, SmartView, and PowerBI
  • PMP Certification
  • Master of Business Administration Degree (MBA)
