SAIC is seeking a Deputy Program Manager. The DPM will support the SAIC Program Manager in executing on all aspects of cost, performance and schedule management. This includes effective and efficient staffing, schedule estimation and tracking, SAIC and subcontractor performance management, risk management, personnel management, and quality assurance activities. The DPM shall utilize expert verbal and written communication skills to direct the skilled technical resources and report on the technical progress, issues, and problem areas, as well as write and review technical documents. The DPM will require expertise in managing projects within a DoD environment.
The selected candidate is expected to provided leadership, management, and oversight for functional, technical and management workforce in order to integrate and operationalize program goals. The successful DPM candidate will be familiar with both DoD acquisition process and SAIC internal process. The DPM will oversee compilation of various program administrative artifacts including an Integrated Master Schedule (IMS), Agile Technical Roadmaps, status reports, review charts, etc. Extensive cooperation and collaboration are required with the Government Program Office and provide support to the program manager.
Position Responsibilities include, but are not limited to:
• Serving as Customer single point of contact for all, technical, administrative, and contractual aspects of the effort.
• Building and maintaining working relationships with DoD stakeholders, including USAF leadership.
• Providing oversight and leadership for program team.
Managing travel requests.
Managing, tracking and forecasting program cost.
• Providing leadership, guidance, training and mentoring to the contract leads, program team leads and individuals' performers on their team.
• Managing hardware, software, and services procurement/acquisition from multiple sources, as approved, to develop the program capabilities.
• Assisting with staffing, management, quality, and performance on the contract.
• Ability to support occasional travel to various U.S. and international locations.
Qualifications
Bachelors and nine (9) years or more experience; or Masters and seven (7) years or more experience; PhD and four (4) years or more experience.
• Leadership ability to back decisions with research and articulate the “why” to senior leadership with several options, the pros and cons for each, and a recommendation.
• Demonstrated project and/or contract management skills to successfully manage a high-performing team providing system engineering and technical services across geographically dispersed project locations.
• Experience in managing or working in an Agile SAFe team/environment.
• Experience in team building/managing for medium (20-50) sized teams.
Desired Qualifications:
An active DoD SECRET Clearance.
An Active DoD TS/SCI clearance.
• Leadership ability to back decisions with research and articulate the “why” to senior leadership with several options, the pros and cons for each, and a recommendation.
• Demonstrated project and/or contract management skills to successfully manage a high-performing team providing system engineering and technical services across geographically dispersed project locations.
• Experience in managing or working in an Agile team/environment.
• Experience in team building/managing large (50-100+) sized teams.
Expert knowledge of EVMS.
• Military and/or technical management experience in the following areas: Command and Control (C2), Systems Engineering, deployed systems, Network Engineering, Security Operations or other similar efforts.
Experience in proposal development and or capture activities.
Degree in STEM or Business Administration.
