SAIC's Horizon program is seeking Chief Program Management Analyst with varying levels of experience and backgrounds to support the U.S. Space Force's (USSF) mission of delivering warfighter capability via the Program Executive Officer for Operational Test and Training Infrastructure (OTTI). The position is available in Colorado Springs, Colorado.
The Horizon program is supporting Government weapon systems program offices with subject matter experts that have a background with test, training, and tactics development to provide enterprise solutions in support of the USSF and Joint warfighting community. Horizon team members provide systems engineering development and integration expertise in support of various capabilities that protect and defend the Nation's most valuable space assets. Our team is at the forefront of the advising and assisting the Government with their architecture and full lifecycle systems engineering processes that enable key systems to meet warfighter needs.
Job Responsibilities:
- You'll provide advice to Program/Project Managers regarding acquisition strategies, schedules, contracting, budgeting, and execution
- You'll prepare periodic status reports, coordinate, and execute periodic staff meetings and technical interchange meetings, and develop acquisition plans, schedules, and executive program briefings
- You will develop, draft, and coordinate overarching program planning and execution documents asAc prescribed by/tailored from DoDI 5000.02 / Acquisition Framework, and relevant DoD, AF, and local unit policies that pertain to rapid prototyping
- You will provide technical and programmatic assessments of contractor design/milestone reviews to assess progress, risks and issues, and the ability to achieve mission requirements
- And you'll provide program element coordination, staffing and monitoring; advise and assist government customer regarding funding commitments, obligations, and expenditures as well as drafting and supporting delivery of program funding documentation and monthly financial reports
Qualifications
Qualifications:
- Bachelor's degree in business management or equivalent business-related discipline and 18 years or more years in government weapon systems acquisitions and program management and, or Contracts management within the Department of Defense or 16 years if you have a Master's Degree. 4 additional years of experience may be used in lieu of degree.
- Must have an in-scope security background investigation (T5 or SSBI), adjudicated for SCI eligibility and enrolled in the Continuous Evaluation program (if applicable).
- Must be willing to be nominated for access to Sensitive Compartment Information and Special Access Programs and willing to consent to a Polygraph examination.
- Experience with Department of Defense Major Capability Acquisition System processes
- Experience with Joint Capabilities Integration and Development System processes
- Experience with Planning, Programing, Budget and Execution processes
Desired Qualifications:
- Master's degree in business management, technical management, and/or engineering
- Professional certifications (e.g., PMI PMP)
- Experience in the National Security Space and, or the Space Control mission area
Target salary range: $200,001 - $240,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
