SAIC is seeking an Acquisition and Modeling Engineer to fill a critical position on SAIC's Prime Program Landmark AOS in Chantilly, VA. Landmark AOS is a large SETA program supporting the NRO's Ground Enterprise Directorate (GED), responsible for the acquisition of systems over the complete end-to-end life cycle.

As an Acquisition and Modeling Engineer you will help identify and plan new capabilities to support mission operations. You should have experience across the digital engineering spectrum including modeling, strategic planning, system integration and “system-of-systems" user-centric design. In addition, you should have acquisition and contract management experience, and be able to oversee implementation of digital engineering contracts and programs from inception through closeout. 

Job duties to include:

  • Provides technical leadership in applying Digital Engineering concepts, processes, and tools to help the government plan and define capabilities needed to better support mission operations (e.g., automation, situational awareness, etc.)
  • Supports digital engineering strategy and governance development and implementation roadmap planning across contractor and government teams.
  • Analyzes user needs, concept of operations, and high-level systems architectures to develop system requirements.
  • Hands-on familiarity with modeling and simulation (M&S) techniques, tools, and industry standards
  • Identifies and communicates system engineering risks, issues, opportunities, assumptions, mitigations, and dependencies.
  • Provides technical support to government points of contact.
  • Familiarity with Acquisition management lifecycle including requirements definition and contract documentation, solicitation and contract negotiation management through award, and program and contract oversight.
  • Collaborates with SETA team members, development contractors, and in customer forums.
  • Effectively communicates and interfaces with engineers from various contractors and government organizations.
  • Develops assessments and briefings for a variety of audiences, conveying system engineering concepts and decision logic concisely and accurately.
  • Applies one or more common Enterprise Architecture (EA) frameworks, particularly DoDAF and UAF, as well as common architecture tools in developing and communicating the EA.

Qualifications

Required Education and Experience:

  • Bachelor's degree in science, Technology, Engineering, Mathematics, or similar STEM field and seven (7) years or more experience; Master's and five (5) years or more experience; PhD and two (2) years related experience. Relevant experience can be substituted in lieu of degree.
  • Active Top Secret/SCI clearance with Poly.
  • Three (3) plus years of experience with NRO systems
  • Experience in Digital Engineering methods, tools, and technologies.
  • Strong knowledge of Agile, DevSecOps, and systems development methodologies.
  • Skilled in CONOPS, interface control, architecture, and technical specifications.
  • Acquisition and program lifecycle experience, from concept and requirements definition through award, and contract and program management.
  • Self-driven problem solver with expertise in complex, abstract challenges.
  • Able to provide technical and programmatic guidance in digital and model-based engineering (M&E, MBSE).
  • Excellent communication, interpersonal skills, and sound judgment.
  • Proficient in MS Office, Outlook, Model-based engineering tools, MS Project, Confluence, and Jira.
