Regional Manager of Facilities Support JOB PURPOSE:To ensure contracts are bid to appropriate specifications, within budgets, existing facilities are well-maintained, maintenance & repairs are appropriately scheduled and tracked.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Assist Facilities Supervisor(s) with scheduling and tracking work orders, including preventive maintenance work orders, with in-house facilities maintenance team, including initial review and approval of requests, when necessary.
  • Assist the VP of Facilities with day to day operations of a portfolio educational facilities and properties.
  • Create and build preventative maintenance processes and monitoring systems for extended life of facility related components.
  • Develop Repair and Maintenance budgets, annual and long term Capital Improvement budgets.
  • Develop, compile, implement, and maintain detailed records and tracking systems and processes for facilities operations and maintenance costs, contracts, and expenditures for multiple locations.
  • Direct and oversee the functionality and safety of multiple facilities, in and out of state, ensuring code and contract compliance with local governing charter boards, school districts, health, fire, and building departments, EPA, and other governing agencies
  • Effectively analyze and prioritize issues, data, information and facility related events dealing with emergency and safety related problems and communicate clearly to stakeholders and chain-of –command.
  • Interact with, coordinate, and serve as a liaison between schools and contractors, vendors and landlords.
  • Lead in writing standards, specifications, and contracts for various trades, and evaluating multiple bid proposals for completeness and accuracy.
  • Lead, manage and communicate information about capital projects and property rehabilitation's, including, but not limited to, scheduling, budgeting and complying with contractor bidding standards
  • Maintain and monitor building compliance with Building Codes & Standards for local, city, county, state, and federal agencies.
  • Maintain and monitor staff and contractor/vendor compliance with federal and state laws, including Building Codes & safety standards required by local, city, county, state, and federal agencies.
  • Manage negotiating, bidding, contracting and maintaining facility related contracts for: landscaping & irrigation; HVAC; janitorial services; pest control; paving & concrete, resurfacing, striping; painting interior & exterior; security, elevator & fire alarm monitoring; plumbing, electrical, flooring, and related facility repairs.
  • Manage team of Facilities Supervisors and supporting staff assigned responsibility for all aspects of multiple school facilities operations, focusing on property management and maintenance of buildings and physical assets.
  • Monitor and manage current business budget plans.
  • Monitor contracts for compliance, control costs, and perform quality control inspections to ensure adherence to contract specifications and industry standards. 
  • New schools setup: Interview and hire staff, solicit bids and execute agreements for school services, attend punch-list walkthroughs and school turn-over meetings. Assist in set up of temporary offices if required.
  • Participate with multiple educational boards and create quarterly Facility Reports for stakeholders 
  • Perform regular Quality Assurance inspections 
  • Perform timely site inspections, record findings and meet with school administration to discuss the assessment.
  • Prepare for and participate in Board Meetings. Provide written reports and documentation as required. 
  • Prepare, solicit and evaluate bids for services required to maintain properties and perform capital improvements. Make recommendations for contractor/vendor selection and oversee contractor/vendor activities and schedules once awarded. Monitor contracts for compliance, control costs, and perform quality control inspections to ensure adherence to contract specifications and industry standards. 
  • Promote and participate, successfully, in training programs to increase both staff and individual proficiency in skills related to current job assignments.
  • Provide support and facilities expertise to school administrations based on department guidelines.
  • Review and coordinate Project Planning requests from schools. Receive requests, support scoping/pricing; manage projects upon approval.
  • Review and evaluate employee performance, develop, mentor, counsel, and train accordingly 
  • Travel to assigned locations as required to ensure maintenance of the appropriate level of service and support.
  • Travel within and outside the state as the job dictates.
  • Troubleshoot, and manage solutions together with schools, in-house facilities staff, and vendors.
  • Ensure adherence to good safety procedures.
  • Follow federal and state laws, as well as company policies.
  • Perform other duties as delegated by VP of Facilities Support.

  • Salary and benefits shall be paid consistent with CSUSA salary and benefit policy. Length of the work year and hours of employment shall be those established by Charter Schools USA.

FLSA OVERTIME CATEGORY

Job is exempt from the overtime provisions of the Fair Labor Standards Act.

JOB REQUIREMENTS:

  • Prefer a bachelor's degree or higher from an accredited institution; preferred degree majors include construction, project management, business, personnel administration, or a related field but not mandatory.
  • 7+ years of property/facilities management experience and/or construction trade experience.
