General Summary of Position
The System Procurement Manager is responsible for overseeing and coordinating all aspects of hospital purchasing, including managing relationships with wholesalers, 340B programs, direct purchasing, and 503B accounts to ensure compliance and resource efficiency. This role involves analyzing 503B spending, minimizing waste, and assessing medication distribution models to optimize utilization. The manager coordinates with the 340B team to identify savings, manages and maintains Primary NDCs, and oversees the management of preferred flags in wholesaler platforms. Additionally, the role includes developing strategies to address drug shortages, facilitating inter-entity product sharing, and ensuring effective operation of split billing and procurement platforms. The System Procurement Manager provides detailed purchasing analytics, ensures contract alignment with GPO agreements, oversees DSCSA (Drug Supply Chain Security Act) compliance, manages supply assurance programs, leads buyer huddles, and actively participates in the System Operations Committee and pharmacy councils, occasionally substituting for pharmacy leadership and assisting with ambulatory purchasing.


Primary Duties and Responsibilities

  • Oversees, coordinates and understands hospital purchasing. Manages wholesaler, 340B, direct and 503B accounts, ensuring compliance and efficient utilization of resources.
  • Manages and analyzes 503B spend and waste to minimize costs and enhances resource allocation. Conducts assessments of High-Cost/Low-Use Medication distribution models to ensure optimal utilization and efficiency.
  • Coordinates with 340B team to ensure compliance and identify saving opportunities
  • Manages and maintains Primary NDC at MedAC and system levels to ensure accuracy and compliance. Oversees the management of preferred flags in wholesaler platform, ensuring differentiation by entity for streamlined operations.
  • Manages system drug shortages to ensure minimal to no impact on patient care. Develops and implements strategies for managing and tracking shortages, ensuring timely availability of critical medications. Triages and resolves issues related to medication availability and distribution.
  • Facilitates inter-entity product sharing through the drug transfer program, optimizing resource utilization across the system.
  • Oversees split billing and procurement platform maintenance, ensuring the system's effective operation and integration with other processes.
  • Provides detailed reporting and analytics on purchasing trends, including year-over-year drug usage and pricing analysis. Provides routine guidance and oversight for hospital-based drug procurement budgeting using income performance analysis tools, volume adjusted utilization rates and forecasting data to assess for opportunities as well as future state financial planning.
  • Aligns contracts and ensures compliance with GPO agreements, safeguarding adherence to established guidelines.
  • Serves as an expert and oversees operations for DSCSA (Drug Supply Chain Security Act) compliance
  • Manages GPO/manufacturer supply assurance programs to ensure consistent supply
  • Leads buyer huddles, fostering collaboration and decision-making among purchasing teams.
  • Participates and contributes to the 340B committee.
  • Actively participates in the System Operations Committee, contributing to the development and implementation of operational strategies.
  • Actively involved in two system pharmacy councils/workgroups area of specialty and present outcomes data. Substitutes for pharmacy leadership to lead site or attend system groups.
  • Assists with ambulatory purchasing as needed
  • Other duties as assigned

    Minimum Qualifications
    Education

    • Bachelor's degree or Doctoral degree PharmD required
    • Master's degree preferred

    Experience

    • 5-7 years Hospital Pharmacy Experience required
    • 3-4 years Leadership Experience required
    • Informatics or Technology exposure preferred
    • 340B Experience required
    • Demonstrated experience with federal/state laws and regulations required and
    • Demonstrated experience with performance improvement initiatives/analytics, measurement of effectiveness and benchmarking techniques required and
    • Demonstrated experience leading interdisciplinary teams required
    • One year of relevant professional-level work experience may be substituted for one year of required education.

    Licenses and Certifications

    • RPH - Registered Pharmacist Licensed Pharmacist in MD or DC required
    • 340B University Certification within 180 Days required

    Knowledge, Skills, and Abilities

    • Ability to communicate effectively with all internal and external stakeholders.
    • Ability to read and comprehend drug nomenclature and related medical terminology.
    • Comprehend HIPAA policies on confidentiality.
    • Enhanced computer skills required including proficiency using Word and Excel; knowledge of medication management software/hardware required.
    • High level of problem-solving to find solutions to difficult human, technical, clinical, or administrative problems. Work assignments are generally received in the form of results expected, due dates and general approach to be taken.

    This position has a hiring range of $139,276 - $278,262
