Job Summary:
MedStar Health is looking for a Senior Director of Workforce Management Solutions to join our team! The Senior Director of Workforce Management Solutions is responsible for system-wide operations and management of the nursing and other clinical workforce including centralized scheduling, internal resource pool, and staffing. The Senior Director acts as a liaison with external workforce agencies representing MedStar Health to ensure availability of appropriate clinical workforce for the provision of safe and quality patient care operations. Is accountable for adherence to regulatory, accreditation standards and corporate compliance.
The incumbent directs the delivery of strategic operations across MedStar Health entities in collaboration with leaders in nursing and other departments to develop workforce management strategies and cost-effective approaches to operations. Participates as a member of the senior management team in influencing and establishing the operational plans to support budget and resources management, and the implementation of strategic initiatives, goals, processes, systems, and objectives. Leading a sophisticated portfolio of operational and financial improvement with a focus on quality, service, and cost to reduce variation as related to workforce operations.
Primary Duties:
· Participates in formulating, implementing and interpreting the philosophy, objectives, policy and procedures for effective workforce management operations. Creates and supports the standards of operations that are reflected in the scheduling and staffing of nursing and other clinical workforce to ensure safe, quality and effective. Defines, updates and educates other leaders on departmental policies and procedures related to workforce management and operations.
· Develops and recommends departmental budget and engages in monitoring of actual performance compared to budget. Develops and implements a system structure to centralized staffing, scheduling, and payroll approval of clinical workforce (i.e., nursing and allied health. Designs, recommends, and executes on improvement action plans pertaining to the operations and management of the clinical workforce, systems, workflows, and processes. Uses data analytics leading to the findings of key value indicators, driving performance improvements related to the action plan.
· Evaluates and makes recommendations for cost effective workforce utilization and staffing for system resource pool and entity-based departments. Manages analytics for staffing patterns and labor costs in collaboration with department leaders, to support optimal patient care operations. Engages in the hiring, firing, and counseling/corrective action decisions.
· Structures environment that responds to associate needs in an effort to maintain staff satisfaction, associate engagement and positive morale. Plays primary leadership role in Division of Nursing annual strategic planning process. Embraces and models a Culture a Safety. Serves as a consultant and role model for nursing and other department leaders at the MedStar Health entities in the area of workforce management and operations.
· Collaborates with other departments to create systems and problem solve ongoing issues that impact departmental/hospital goals and patient care delivery, as well as optimizes and enhances outcomes as they pertain to areas of direct responsibility. Maintains an up-to-date body of knowledge on legal positions, approaches and trends in health care to promote professional growth.. Attends all required safety training programs and can describe his/her responsibilities related to general safety, department safety, and specific job-related hazards.
Qualifications:
· Bachelor's degree in Health or Business Administration
· 3-4 years in Workforce Management and Operations in Healthcare
· Broad knowledge of nursing and other clinical workforce, regulatory compliance, budget and resource management and strategic planning, derived from progressive leadership experience.
· Master's degree in Health or Business Administration (Preferred)
