General Summary of Position
Responsible for designing and developing complex enterprise-wide applications using state-of-the-art development technologies. Serves as project manager for complex enterprise application development projects including architecture, project planning, implementing, tracking, development, and reporting. Researches and recommends application development, reporting, database, and middleware software and technologies. Creates and documents the architectural design and development standards, methodologies, and best practices, and trains staff on the use of these practices. Creates and conducts internal training sessions on selected application development technologies and techniques. Reviews applications designs for appropriateness, feasibility, and adherence to standards. Confers with and advises colleagues on policies and procedures, technical problems, and methods. Consults with and advises users of various information systems applications.


Primary Duties and Responsibilities

  • Creates and conducts internal training sessions for staff on application development technologies, techniques, standards, and best practices.
  • Creates design and development standards and methodology including database design, coding, and documentation standards.
  • Designs and develops complex enterprise-wide applications including creating the overall technical strategy, selecting the appropriate development environment, developing specifications, and coding the application.
  • Develops application requirements including analyzing needs, developing functional requirements, and determining the best approach to the application.
  • Maintains and supports the application layer of the server environment including performance optimization, discrete data recovery, backup, and applying application-level patches.
  • Monitors application performance, generates performance reports, reviews reports makes changes in parameters, and recommends equipment upgrades to optimize performance.
  • Provides customer support for assigned applications including coaching customers on how to use the application and resolve customer problems.
  • Researches and recommends application development tools and technologies for specific applications as well as for general application development. This includes integrated development environments, reporting tools, databases, and application development support aids.
  • Reviews and consults on third-party vendor products for technical, architectural, and technological soundness during vendor and product purchasing.
  • Reviews application designs, architecture, and coding techniques of other members of the team and provide feedback as appropriate. Reviews the appropriateness of the design, the feasibility of successful implementation, and adherence to standards.
  • Reviews test plans to see if they adequately test an application to uncover possible problem areas.
  • Serves as project leader in complex projects including developing project administration documents, developing tasks, providing periodic updates, and coordinating project-related activities. Follows established procedures for project startup, system and database design, project completion, and move-to-production.

    Minimum Qualifications
    Education

    • Bachelor's degree in Computer Science, Business Administration, or Health Administration, or equivalent experience required
    • Master's degree in related field preferred

    Experience

    • 10+ years Experience in leading technology intensive programs and possess an in-depth knowledge of current and emerging information processing technology, including communications, application development life-cycle activities, software, and hardware. in-depth knowledge of web-based development technologies and application design best practices required
    • In-depth knowledge of web-based development technologies and application design best practices. hands on experiences with specialized health care related computers and software

    • No special certification, registration or licensure required

    • Proven analytical ability to solve complex business and technical problems.
    • Superior interpersonal skills with management, users, customers, and coworkers.
