General Summary of Position
Responsible for working with the VP of Security and hospital leaders to maintain the security program designed to enhance the safety and security of staff, patients, visitors and the facility. Administrative responsibility and accountability for strategic direction and the operational, personnel and financial activities of the security department. Serves as a liaison with outside law enforcement agencies. Must obtain and maintain a connection to corporate security leadership and State of Maryland and/or District of Columbia Metropolitan Police Department Special Police Officer commission to carry out duties associated with crime control and response, designated as an Unarmed Security Officer, assigned and deployed within the hospital consistent with the limitations of the Unarmed SPO commission from Maryland State Police.


Primary Duties and Responsibilities

  • Develops and contributes to the achievement of established department goals and objectives and adheres to system and department policies, procedures, quality standards and safety standards. Ensures compliance with system/hospital/facility policies and procedures and governmental/accreditation regulations.
  • Develops and recommends department operating budget and manages resources according to approved budget.
  • Selects, trains, orients, and assigns department staff. Develops standards of performance, evaluates performance, and conducts performance management planning. Initiates or makes recommendations for personnel actions. Maintains ongoing communication with subordinates to review programs, provide feedback, discuss new developments, and exchange information.
  • Oversees daily operations of department to ensure effective operations.
  • Ensures that rounds, schedules and directives are maintained around the clock.
  • Maintains a visitor control and access procedure, including an associate identification system and a lock and key control system.
  • Establishes, maintains, and oversees a parking system suited to the needs of the hospital. Controls, issues, and monitors parking privileges consistent with hospital policies.
  • Inquires into and investigates matters pertaining to both alleged losses and thefts and wrongful acts of individuals affecting hospital security.
  • In cooperation with system security leadership, manages procurement activities including vendor selection, purchasing, receiving, storage, and utilization of equipment, materials, and supplies, per system guidelines.
  • Testifies at legal proceedings, hearings and trials.
  • When responding to circumstances where the exercise of SPO authority may be required, takes appropriate measures to secure the scene, preserve evidence, detain and secure suspected criminal perpetrators, and assist responding law enforcement authority as directed. Completes written reports and when subpoenaed or requested, notifies Legal Counsel for MedStar of same and gains guidance to testify at legal proceedings, hearings and trials.
  • Obtains detailed reports of incidents involving security and keeps administration informed of incidents and developments.
  • Maintains a protective and preventive security system and monitors security operations. Provides technical knowledge to assist management in the design of department-specific procedures and coordinates the education component of the security program.
  • Supervises the maintenance and preparation of records, files, and other documents.
  • Supervises contract staff and ensures all MedStar requirements are met with the legal employer of record.
  • Serves as liaison with other healthcare security leaders and local, county and state law enforcement leaders as necessary.
  • Participates in meetings and on committees and represents the department and business unit in community outreach efforts. Participates in multidisciplinary quality and service improvement teams and maintains effective working relationships with other departments.

    Minimum Qualifications
    Education

    • Bachelor's degree in related field required
    • Master's degree preferred

    Experience

    • 10+ years Progressively more responsible job-related security or law enforcement experience. required and
    • 5-7 years Prior supervisory experience required and
    • Experience in healthcare, university, and/or hospitality setting (patient-first, customer-first environment). required

    Licenses and Certifications

    • DL NUMBER - Driver License, Valid and in State (DRLIC) Valid driver's license required and
    • MD Special Police Commission - MDSPC Commissioned as a Special Police Officer by the State of Maryland State Police and/or District of Columbia Metropolitan Police Department within 6 months of hire required and
    • Certified Healthcare Protection Administrator - CHPA CHPA Certified Healthcare Protection Administrator preferred and
    • Certified Protection Professional - CPP) Certified Protection Professional (CPP) - Board Certified in Security Management preferred and
    • CPR - Cardiac Pulmonary Resuscitation (includes BLS and NRP) for healthcare providers from either the American Heart Association (AHA) or American Red Cross within 90 Days required and
    • Must successfully complete all MedStar initial training related to violence prevention, de-escalation and crisis prevention intervention required

    Knowledge, Skills, and Abilities

    • Experience with coaching and developing a high performing security team.
    • Ability to remain calm and thoughtful during a crisis.
    • Ability to assist in de-escalating situations with strong emotions and conflict.
    • Basic computer skills preferred.


    This position has a hiring range of $93,142 - $175,968
