Description

The Director of Network Services is responsible for the development, planning, engineering, implementation, and daily operations of MedStar Health's network infrastructure, including wired and wireless networks, datacenters, private and public cloud technologies, and network security topologies. This role evaluates and advances the network's current and future needs based on the IS Strategic Roadmap, encompassing applications and security. The Director oversees the network infrastructure throughout its lifecycle, ensuring it meets the strategic long-term needs of the healthcare enterprise. The Director manages the Network Technology Team and will actively participate in leadership meetings, providing strategic input and direction to support organizational goals. This role involves collaborating with senior management to shape and guide the overall direction of the enterprise. This role also involves delivering network services via multiple managed service providers to ensure optimal support, performance and scalability. The Director establishes best practice standards, ensuring the environment and services deliver business value and align with industry-standard technology trends. Regular communication with IS Leadership, key stakeholders, and associates regarding network activities is also maintained.
Education

  • Bachelor's degree in computer science or equivalent technology management experience required
Experience
  • 8-10 years Industry related experience and previous supervisory experience a must required and
  • Extensive experience supporting IT infrastructure in healthcare environments preferred
Licenses and Certifications
  • Industry standard network certifications preferred
Knowledge, Skills, and Abilities
  • Strong knowledge of network architecture, cloud services, datacenter, LAN, WAN, Wireless and network security
  • Knowledge of ITIL processes and managing network incident, change, configuration and problem management
  • Must be familiar with a variety of the field's concepts, practices, and procedures in healthcare.
  • Proven analytic and project management experience and professional judgment to plan, set goals and execute.
  • Excellent written and verbal communication, presentation and organization skills are a must.

  • Develops and contributes to the achievement of established IS department goals and objectives and adheres to IS department policies, procedures, quality standards, and safety standards. Ensures compliance with hospital/facility policies and procedures and governmental/accreditation regulations.
  • Interacts effectively with all levels of corporate, infrastructure partner, and business unit staff demonstrating mutual respect, courtesy, and concern about user issues and problems, and provides timely follow-through.
  • Plans, organizes, schedules, assigns, and reviews work of staff engaged in the functions of network services (wired and wireless), including IT Closet related needs to support hardware. Hires, supervises, and evaluates the staff. Encourages and fosters ongoing staff professional development.
  • Plans, manages, and tracks departmental and project budgets.
  • Serves as Project Manager for Enterprise-based network support activities. Manages the planning and oversight of multiple projects.
  • Interfaces with and manages key vendor relationships (e.g. Arista, Cisco, Palo Alto, Crown Castle) to ensure outside vendors' performance in providing hardware, software, and services, including outsourced network services (KynDryl, Iron Bow, Ahead)
  • Develops, monitors and maintains Key Productivity Indicators (KPIs) for the Network Technology Team and creates remediation plans to keep positive alignment.
  • Collaborates with Senior IT Management to develop network technology strategies and standards.
  • Participates in meeting the mission and objectives of the health system, hospitals, ambulatory sites, and department as demonstrated through active participation in continuous operations improvement initiatives, positive patient/customer relations, and observable contributions to organizational objectives beyond his/her individual job description.
  • Looks for opportunities to expand the business units' use and understanding of network technologies, keeping pace with technology roadmaps.
  • Balances multiple tasks simultaneously, using independent judgment, conferring with the VP and CTO when necessary and completes assigned projects/work within specified time frames. Adjusts schedule or duties to assist staff or management to respond to unanticipated or unusual situations.
  • Liaisons with other departments, facility staff, and vendors on Network related projects and requests; Establishes and maintains collaborative relationships with key network hardware/software vendor partners.
  • Directs a team of senior engineers and analysts responsible for network services and support.
  • Reviews and maintains appropriate maintenance contracts and contract renewals with all network vendor partners.
  • Participates in multidisciplinary quality and service improvement teams as appropriate. Participates in meetings, serves on committees, and represents the IS Network Services Group and hospital/facility in community outreach efforts as appropriate.
  • Fiscal Responsibility: a. Provides financial oversight of Technical Infrastructure and Operations Services including the development of, and direction of financial objectives, budgets and expenditures. b. Demonstrated skill and experience in professionally managing large operating and capital budgets. Proven track record in hardware/software procurement and vendor management. c. Responsible for areas where the impact of service interruptions, business loss, clinical impact etc. is significant.
