Title and Summary

Principal Technical Program Manager Overview:
Mastercard's Data Governance & Regulation (DG&R) team is seeking a Principal Technical Program Manager to support the development of software solutions that meet or exceed global data governance requirements. This role involves leading program-level processes, streamlining communication, and coordinating activities across a program that spans approximately 15 teams across multiple geographies.
The ideal candidate will be a proactive leader with a deep understanding of Agile frameworks, a knack for driving continuous improvement, and the ability to collaborate with technical and business stakeholders to ensure seamless delivery and alignment with organizational goals.

Role:
• Facilitate the work of multiple product engineering teams within an Agile framework, ensuring alignment with program objectives and stakeholder expectations.
• Manage program-wide processes, including technical reviews, town halls, retrospectives, and roadmapping sessions.
• Oversee program-level workflow, cross-team coordination, dependencies, risks, and escalations.
• Build and maintain strong relationships with Engineering Directors, Engineering VPs, Product Owners, Product Managers, and other stakeholders.
• Collaborate with BizOps and TechOps teams to ensure operational efficiency across the DG&R program.
• Act as a communication bridge between technical teams and stakeholders, ensuring clarity and alignment on priorities and progress.
• Be accountable for program delivery execution, tracking progress, reporting status, and addressing blockers.
• Manage risks, drive issue resolution, and facilitate cross-team problem-solving to achieve program goals.
• Coach Technical Program Managers (Scrum Masters) to optimize delivery processes using metrics-driven improvements.
• Lead program-level retrospectives to foster collaboration and enhance team performance.
• Drive change management initiatives to improve Agile delivery and adoption across teams.
• Utilize data-driven decision-making to refine workflows, improve efficiency, and enhance program outcomes.

All About You:
• Proven experience in technical program management, project management, or Scrum Master role.
• Expertise in leading multi-product or multi-workstream Agile programs within global organizations.
• Demonstrated ability to guide engineering teams in Agile methodologies (Scrum, Kanban, etc.) to deliver high-quality products iteratively.
• Strong skills in roadmap planning, data analytics, and stakeholder communication.
• Skilled in managing risks, facilitating escalations, and influencing cross-functional teams to achieve outcomes.
• Experience driving change, fostering collaboration, and earning respect across a global organization.
• Demonstrated ability to operate independently and autonomously, while managing competing priorities.
• Solid understanding of Agile frameworks, program management tools, and continuous improvement methodologies.
• Experience working closely with engineering teams and contributing to technical discussions and problem-solving.
• Exceptional communication skills with the ability to present complex information effectively to executives, peers, and team members.
• Bachelor's degree in Information Technology, Computer Science, Business, or a related field. Equivalent practical experience will also be considered.

In line with Mastercard's total compensation philosophy and assuming that the job will be performed in the US, the successful candidate will be offered a competitive base salary based on location, experience and other qualifications for the role and may be eligible for an annual bonus or commissions depending on the role. O'Fallon, Missouri: $138,000 - $230,000 USD Arlington, Virginia: $159,000 - $265,000 USD
